ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Programme Policy Officer (Livelihoods), the WFP Programme Technical Senior Officer shall perform the following duties:

His/her main function would be to provide technical guidance/assistance, monitoring and verification of the implementation of activities in accordance with the approved work plan. The WFP Programme Technical Senior Officer will also be responsible for provision of technical guidance and oversight of the procurement and financial management.

WFP Programme Technical Senior Officer will be required as part of the WFP oversight roll to bring to the notice of Steering committee for correction all issues identified and arising from the implementation of the activities of the project.

His/Her responsibilities will also include: • Coordinate with MOAIWD and relevant counterpart on planning and implementation of Climate change project. • Coordinate with National Project Coordinator - MOAIWD, to set up and monitor the Project Coordination Unit (PCU) • Representing WFP in inception workshops, Steering committee meetings and National Advisory Technical committee meetings of the Climate change project. • Responsible for preparing inception workshop report and project performance report with the inputs of project support unit, to report to adaption fund and WFP HQ. • Preparing activity plan of the project in coordination with Project Coordination Unit (PCU) • Review the activity plan according to monitoring and evaluation and progress reports in coordination with PCU • Ensure timely submission of meeting reports and progress reports to the AF. • Coordinate with finance unit of WFP Country office, to ensure that financial progress is in line with the physical progress of the project activities. • Oversee the financial management and endorse disbursement of finance on behalf of WFP. • Oversee and ensure the procurement process. • Coordinate with the stakeholders and organize regular progress midterm and end term project review meetings throughout the Climate change project period. • Responsible for organizing external / internal midterm evaluation end term evaluation and ensure the reports are sent to WFP-HQ and adaptation fund on time. • Responsible for preparation of final report with MOAIWD two months before the project cycle ends. • Organize audit missions to ensure the project expenditures and financial transactions are complied with the government and WFP financial regulation. • Perform any other tasks related to livelihoods activities as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring. Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
