A. BACKGROUND AND PURPOSE

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The Rural Integrated Climate Adaptation and Resilience Building Project (RICAR)” is a new project funded by the Adaptation Fund, and the overall goal of the project is to enhance adaptive capacity of rural populations in The Gambia through support to climate-resilient and diversified livelihoods. The project is due to run from 2021 to 2026 and has a budget of USD 10,000,000. The MECCNAR will be creating a new PMU based in the Central Project Coordination Unit (CPCU) of MECCNAR (Ministry of Environment, Climate Change And Natural Resources), and will be made up of highly qualified staff to ensure appropriate implementation and reporting of the project.

B. ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

Under the overall supervision of the National Project Coordinator (NPC) and guidance from WFP Head of Programme in the WFP Country Office through a secondment agreement between WFP and the Ministry of Environment, Climate Change and Natural Resources (MECCNAR), the technical adviser shall perform the following duties:

  • In liaison with MECCNAR, support the development and delivery of tailored climate products that meet the needs of end-users, including both local planners and vulnerable and food insecure communities.
  • Provide technical advice and backstopping for the RICAR project, providing advice to staff, partners and service providers
  • Provide supervision and oversight of monitoring of the RICAR project and coordinate with field staff to ensure that all achievements and activities are captured
  • Preparation and design concept notes and ToRs for service contracts, assessments, research and project outputs to support and advise implementation of activities.
  • Identify and facilitate consultancy work, technical evaluations, oversight missions, and donor visits for asset creation activities of the Adaptation Fund Project
  • Participate in the selection of service providers such as researchers, insurance/ micro finance providers, construction/ developers and implementing partners.
  • Lead and facilitate research, evaluations, oversight missions, and donor visits for activities of the Adaptation Fund Project
  • Serve as secretary for the National Project Technical Coordination Committee and ensure delivery and recording of the committee meetings, as well as ensuring attendees receive appropriate papers and agendas
  • Participate and contribute in the development of annual joint Workplan led by the NPC.
  • Design climate service dissemination strategy to reach end users in the community.
  • Based on Local Climate Change Action Plans, identify potential service providers and dissemination channels for implementation and capacity strengthening (e.g., construction companies, aggregators, training services, forestry services, famer organizations/ cooperatives) and establish partnerships.
  • Ensure that an anthropologically informed climate studies are undertaken and its impacts on livelihoods, nutrition, and food security are integrated into other RICAR activities, and that the information is shared with stakeholders.
  • Provide technical insight and advice in the development of interventions under each project component, as to the latest best practice including resilience building and adaptation measures both globally and within the context of the Gambia.
  • Network and share the project objectives and disseminate the targeted messages on an ongoing basis, and develop partnerships with other relevant projects and stakeholders in the climate change adaptation thematic area of the Gambia
  • Design climate service dissemination strategy to reach end users in the community.
  • Organize focus days for partners and communities to discuss and re-adjust messaging, through knowledge coproduction.
  • In liaison with M&E staff, ensure that activities are being monitored to facilitate evidence-based decision making.
  • Write progress reports and share with relevant stakeholders.
  • Perform any Project related task pertaining to expertise, as required.

STANDARD MINIMUM QUALIFICATIONS

Education

Advanced University degree in Environmental Science, Climate Change, Economics, Agriculture, Social Sciences or other field relevant to international development assistance.

REQUIRED SKILLS AND EXPERIENCE:

  • A minimum of two (2) years of relevant professional working experience in either Soil and water conservation, the environment, agricultural production, or afforestation gained from reputable organizations
  • Experience in building partnership at institutional level (Government and bilateral international development agencies) in relation to resilience building/climate change adaptation/livelihood activities.
  • Experience in supervising livelihood/climate change adaptation projects at scale, including projects in rural Gambia and overseas experience preferred
  • Experience in coordinating staff, and managing partnerships within a complex environment
  • Experience with the UN system and processes would be beneficial

Knowledge & Skills

  • Excellent communication skills, both verbal and in writing.
  • Excellent technical knowledge related to climate adaptation, environmental science and agriculture
