ORGANIZATIONAL CONTEXT
These jobs are found in WFP Yemen Country Office in Mocha and the incumbent will be reporting to the designated supervisor or office in charge (OIC). & refer to other details from Generic or specific TOR.
JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
- Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

OTHER SPECIFIC JOB REQUIREMENTS
1. Provide support to the Head of Field Office for the effective management of Mocha hub; ensuring transparent and efficient people management and the continued development of a cohesive and high performing team. Serve as the defacto OiC for the Mocha FO during the absence of HoFO and hold accountability for security of WFP staff, operations, premises and assets in the Field Office to ensure that WFP security and safety standards are followed.
2. Manage the Mocha FO programme team- providing programmatic directions, performance management feedback, team meetings, career discussions; as well as supporting the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, e.g., through suggesting relevant trainings and providing inputs into training materials.
4. Liaise with governorate representatives of the Ministry of Public Health and Population, Ministry of Planning and International Cooperation, Ministry of Education, High Relief Committee, local government structures and the WFP’s cooperating partners and other key stakeholders to monitor ongoing projects, ensuring effective collaboration, timeliness and efficiency are in line with WFP guidelines and procedures. Ensuring that periodic meetings with partners are held and record outcomes of these.
5. Harmonize food distribution requirements and plans with Programme and Supply Chain Units in Aden Area Office.
6. Develop and coordinate data gathering and monitoring systems ensuring that rigorous monitoring is conducted for all progammes. Take a leading role in assessing and determining the food security needs of the displaced and ensure that assistance is provided based on need and where possible, suggest appropriate interventions.
7. Undertake field missions to monitor progress and assess CP storage facilities and recommend appropriate action when necessary. This section is optional to describe additional responsibilities & knowledge required for the specific job.

STANDARD MINIMUM QUALIFICATIONS
Education & Experience: 3 or more years of relevant work experience in Programme & Policy, Project/Programme Management in a Humanitarian Context, Vulnerability Analysis Mapping (VAM), or other field relevant to international development assistance with an advanced educational degree (OR) first university degree with 5 or more years of relevant work experience (relevance as per defined in the Terms of Reference for the position)
Administrative/Assistant/Secretariat work experience is not considered, except for years holding Associate positions or above (UN equivalent grade G-6 or above), in which case each year is counted at 50%
Languages: Fluency in both oral and written communication in English and Arabic.
