• Advanced University degree preferably in disaster management, social or development studies, business administration or other related field, or First University degree with additional years of related work experience and/or training/courses.
• Fluent in written and oral skills in both English and Myanmar.
• At least five years of progressively responsible experience in managing large-scale development, humanitarian and emergency response operations, including coordination with internal and external stakeholders.
• Experience in leading large work-force/human resources from multiple disciplines.
• Experience in partnerships with national governments and advising senior national staff.
• Skills and experience in overall management, leadership, team and consensus building, time and financial management, report writing, planning, prioritizing and negotiating with clear results orientation.

ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The Myanmar CSP 2018-2022 was approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eleven Activities are planned to be implemented to achieve the contributions to the three Strategic Outcomes.

The three strategic outcomes are:

• SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Life-saving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.
• SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.
• SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

JOB PURPOSE

Provide effective coordination with the relevant stakeholders and specialized technical support to a full range of policy and programme activities that effectively meet food assistance to the crisis affected people.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of SO1 Manager and the overall supervision of Head of Programme, Programme Policy Officer (Activity 1 Manager) will be responsible for the following duties:-

• Contribute to translating the Strategic Outcomes from the CSP into activities that will achieve the expected results.
• Plan and design the Activity 1 programme, including planning outputs and resource requirements, together with relevant partners and beneficiaries. Integrate cross-cutting themes as appropriate (e.g. gender, protection & AAP, disability inclusion, digitization).
• Perform day to day management of Activity 1 programmes under the leadership of the SO1 Manager. Where applicable, coordinate with and provide support to Area/Field Offices and other colleagues in implementing and monitoring Activity 1 operations.
• Track performance of projects contributing to the outcomes, collaborating with VAM and M&E on monitoring of impact delivery.
• Manage the Activity 1 programme’s budget, monitoring expenditures against outputs as the programme progresses.
• Collaborate with and report progress on the Activity 1 delivery at regular intervals to the SO1 Manager and with functional managers and other staff with activity management responsibilities.
• Lead the recruitment and development of individuals to the Activity 1 programme teams, developing and maintaining a network of relevant experts. Manage the performance of the Activity 1 programme teams.
• Engage in resource mobilization efforts for Activity 1 (e.g. preparing proposals, raising funds, donor field visits etc.)
• Develop and ensure a knowledge management approach for Activity 1.
• Develop and manage partnerships with external partners including UN, cooperating partners, CSOs and other stakeholders (incl. evaluation of cooperating partners).
• Identify and analyze risks and mitigation measures related to Activity 1 implementation. Where appropriate, elevate to SO1 Manager. Carry out risk management actions.

Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

STANDARD MINIMUM QUALIFICATIONS
