STRATEGIC OBJECTIVE/ACTIVITY

To provide support to policy and programme activities that effectively meet food assistance needs and perform specialized/standardized policy and programme-related processes and activities to support the effective delivery of assistance packages in the Coastal Area operations (Tartous and Latakia governorates).

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The National Programme Policy Officer (PPO) – NOA will work in Coastal Are Field Office and in collaboration with the other units of WFP. The PPO-NOA will report to the Field Office Head of Programme or the designate. The PPO will be responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. He/She should be able to recommend a course of actions to staff at various levels and may allocate tasks to other support staff. The PPO -NOA should work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

The Coastal Area Field Office programme portfolio includes General Food Assistance (in- kind and CBT), Nutrition (in-kind and CBT), School feeding (in-kind and CBT) and Livelihood/Resilience interventions. Cross-cutting activities include, CBT (cash-Based transfer), VAM (vulnerability and mapping), Partnerships management, Protection, Gender and Accountability to Affected Populations.

Supervision received:

The National Programme Policy Officer (PPO) – NOA works under the direct supervision of the Coastal Area Field Office Programme Policy Officer/Head of Programme and under the overall supervision of the Head of Coastal Area Field Office.

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the National Programme Policy Officer (PPO) – NOA will be responsible for /performing the following duties:

1. Contribute towards the development of a limited number of projects as assigned, plans and processes, ensuring alignment with the wider WFP programme policies and guidance; 2. Provide project management support to specific and defined programmes and projects of small to moderate size, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures; 3. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities; 4. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders; 5. Liaise with internal counterparts to ensure effective collaboration, and monitor ongoing projects implementation; 6. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages in Coastal Area FO area of operation (Tartous and Latakia governorates); 7. Develop a Cooperating Partner (CP) capacity development plan and manage its implementation; 8. Support the capacity building of WFP Coastal Area FO staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives and ensure training materials for Programme guidelines are kept up to date and in line with country office strategies; 9. Provide guidance to the staff, acting as a point of referral and assisting them with analysis and queries, and assist and advise the Programme team on strategic and cross cutting issues in the programming area, develop complementarities between programmes, as well as with other WFP sections and initiatives; 10. Follow up on findings reported by the Monitoring team to ensure the programmes in FO follows WFP standards and in line with WFP Syria strategy, and participate in the review of M&E tools for programme activities; 11. Act as first level Supervisor for unit staff under direct supervision as assigned and prepare/provide inputs and recommendations on their performance evaluations (PACEs, SSA evaluations, etc..) when and as required; 12. Support supervisor in ensuring the mainstreaming of protection, gender and Accountability to affected populations principles across all programmes implemented in the areas of operations; 13. Support the Head of Programme in meeting with partners and local authorities for programmatic purposes and providing Arabic-English/English-Arabic interpretation during such meetings; 14. Act as Head of Programme (OiC) for Coastal Area Field Office in the absence of HoP and provide leadership and supervision to Field office Programme team as and when required; 15. Support Head of Field Office with ad hoc tasks in the oversight of the Latakia sub- office as needed and requested. 16. Perform other relevant duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional three (3) years of related work experience and/or trainings/courses.

Experience

One year post graduate relevant professional experience with Master’s Degree, or three (3) years of related work experience with a first University Degree. The required professional experience is in food security, emergency project planning and implementation, partnership and reporting or other related fields.

Language:

Fluency in both oral and written communication in Arabic and in English.

KNOWLEDGE AND SKILLS

- Has implemented programmes and provided input into designing operations. - Has provided input into programme policy discussions and decisions.
