ORGANIZATIONAL CONTEXT

The Integrated Strategic Programme Design (ISPD) team, within the Programme Unit provides guidance, support and oversight to the various country-level programme teams and functional areas on issues of Cooperating Partner (CP)/NGO management. The role of CPs is especially critical in the face of a global food crisis, with rising food, fuel and fertilizer prices, as well as existing climate and economic shocks. Against a backdrop of rising needs, a robust CP management framework must be put in place to ensure the quality of WFP programmes and effective delivery of assistance to the people we serve.

JOB PURPOSE

This position provides technical guidance and operational support to RB and Country Office (CO) Programme teams on strategic, technical, and business process issues as well as risks related to CP management. WFP focuses on being a better strategic and operational partner to its CP/NGO stakeholders, through roll out of a regional strategy and new digital platforms. The RB plays a key role in facilitating these changes at the CO level. This assignment is in the Regional Bureau ISPD team and reports to the Team Lead as well as the HQ NGO unit.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Oversight responsibilities and ensuring that internal control systems are in place in country offices to prevent and/or detect fraud with respect to the management of CPs. This includes undertaking risk monitoring and oversight missions to COs. 2. Support the RB and COs in implementing audit recommendations related to CP management. 3. Support the establishment of structures needed for the roll-out of corporate digital initiatives, including but not limited to the UN Partner Portal and Partner Connect. 4. Advice COs on streamlined FLA processes, including the establishment of multiyear or longer-term field level agreements (FLAs), from partnership scoping and selection to budget monitoring, and timely invoice payments. 5. Building general CP management capacity of COs through delivering trainings/webinars as needed. 6. Provide guidance to COs on the implementation of capacity assessments, spot-checks, and onboarding/orientation of CPs. 7. Review and provide technical inputs on corporate tools and guidance which affect CP management. 8. Coordination role across different policy agenda, in context of the development of new/updated corporate policies potentially affecting CP management area. 9. Building knowledge base on CP management lessons/best practices in the region. 10. Organizing periodic CP management meetings in the region. 11. Any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree relevant to international development assistance, or First University Degree with additional years of related work experience.

Experience: 3+ years of relevant professional experience related to establishing partnerships and overseeing budgets, preferably in government institutions, with a UN agency, or NGO in the region.

Knowledge & Skills:

• Proven abilities in strategy setting and inter-agency negotiations. • Project Management and Contract Management. • Excellent communication (written/oral/presentation) and interpersonal skills • Demonstrates high moral integrity and proven capacity to take initiative, show discretion and autonomy. • Strong planning and time management, with a structured results-oriented approach and quality monitoring and reporting. • Client focused and builds strong relationships to improve processes and support the strengthening of CO CP Mgmt. function. • Knowledge of the UN system or NGO space is an asset.

Languages: Fluency in the English language. French is an added advantage.

CONTRACTUAL INFORMATION

  • This is a 12 month renewable Fixed term contract
  • Net monthly salary range: R47641 - R 57611
