ABOUT WFP

ORGANIZATIONAL CONTEXT
The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eleven Activities are planned to be implemented to achieve the contributions to the three Strategic Outcomes.
Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.
The three strategic outcomes are:
- SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Life-saving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.
- SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.
- SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.
JOB PURPOSE
In line with corporate NGO Partnership Guidance adopting whole of society approach to achieve zero hunger, WFP aims to be a better strategic and operational partner with its CP/NGO stakeholders, improving partnership practices in Myanmar. This position plays a key role in facilitating these changes at the Country Office level, providing technical and operational support to Country Office and Field Office Programme teams on business process issues as well as risks related to Cooperating Partners management.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of Deputy Head of Programme and overall supervision of Deputy Country Director and Head of Programme in WFP Country Office in Nay Pyi Taw, the incumbent will perform the following duties:-
Coordinate NGO partnership arrangements within the WFP Country Office, Field offices or Area offices and Cooperating Partners (CPs) and strengthen quality partnerships in support of WFP strategic objectives of Country Strategic Planning (CSP).
Manage partnership arrangements through UN Partner Portal (UNPP), issuing call for proposals, ensuring compliance with Due Diligence core standards in registration of cooperating partners’ profiles and verify on an occasional basis; Take the role of technical focal for UNPP related queries/issues for WFP Myanmar Country Office.
Maintain an updated roster of potential CPs that are eligible to be contracted and that has undergone a capacity assessment (attach capacity assessment SOP/tool) and expand the partnership in support of the CSP priorities.
- Act as a secretary of Country Office Project Review Committee (COPRC) responsible for organizing screening process of proposals in UNPP, organize COPRC meetings once the proposals were recommended for detail review, preparing Note for the Records of PRC proceedings and recommendations and sharing with the respective cooperating partners.
Provide guidance to Technical units on budget negotiations with CPs, based on trend analysis of various Field Level Agreement (FLA) budgets in order to harmonize the process and ensure there are no duplication of costs or double charging.
Prepare FLA documentations including addendum or amendment, in collaboration with respective Sub-Offices and Activity Managers and share with the CPs and obtain approval from the Management.
Analyze the NGO profile, capacity assessment and performance evaluation conducted and follow up the improvement plan as required; Provide inputs to partnerships strategies, including the development of Partnership Action Plans.
Update SOPs, ToRs and checklist in line with corporate NGO partnership guidelines and directives in coordination with respective units to support an effective CP management function.
- Identify opportunities to strengthen the capacity of CPs. Deliver trainings and learning sessions for CPs and WFP Field offices and Technical units’ staff on FLA process including, partnership process, budgeting, proposals, capacity assessments, performance assessment, and reporting. Develop required training materials for their future reference and consumption. Conduct financial spot-check and oversight mechanism as required.
- Ensure timely creation of FLAs in WFP Corporate System such as COMET and WINGS, quality distribution reports and relevant invoices are submitted timely for reconciliation against delivery and payment process management and Fund management.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advanced University degree in business management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience****:
Preferable to have 3 to 5 years of experience in managing partners and field level agreements including budgets and proposal, ideally in various operational contexts. Additional experience in following areas is an advantage:
- Excellent knowledge of WFP’s 2018 NGO guidance, partnership principles and modalities, including associated IRM processes.
- Strong understanding of WFP’s corporate planning processes at HQ, RB, and CO level under the IRM structure.
- Familiarity with the WFP technical tools used for CP management and reporting, including WFP’s financial and budget management frameworks, COMET, CP closing stocks, etc.
Knowledge & Skills:
- Project Management and Contract Management.
- Excellent written and oral/presentation skills.
- Demonstrates high moral integrity and proven capacity to take initiative, show discretion and autonomy.
- Strong planning and time management, with a structured results-oriented approach and quality monitoring and reporting.
- Client focused and builds strong relationships to improve processes and support the strengthening of CO CP Mgmt. function.
Language:
Fluency in both Myanmar and English language.
