ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To support the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, managing or supporting the management of decentralized evaluations, supporting thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. To provide support to policy and programme activities that effectively meet food assistance needs.

Functional Area: Monitoring Review Evaluation (MRE) Position Title: Programme Policy Officer (MRE) Type of Contract: Service Contract, SC-8 (equivalent to NO-A) Duty Station: Kathmandu, Nepal

Duration: 6 months (with possibility of extension)

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Monitoring, Review and Evaluation Unit, the incumbent will be responsible for the following duties: 1. Contribute towards the monitoring report writing and documentation activities within the Monitoring Review and Evaluation unit 2. Draft regular monitoring reports on status of results and implementation progress and contribute to data analysis. 3. Review draft reports submitted by research firms for surveys and evaluations commissioned by the Unit and ensure they meet WFP and donor requirements. 4. Collate data that has been analysed and prepare reports/briefs for all surveys and monitoring activities commissioned in-house by the WFP MRE Unit. 5. Facilitate cross-functional meetings to maximize sharing and utilization of information produced by MRE unit within and outside the organization. 6. Prepare presentations, lessons learned documents, and other documents as required. 7. Prepare trend analysis reports using past evaluation data for different CSP Strategic Outcomes. 8. Assure the defined quality standards are adhered to in all reports/briefs/bulletins produced by the Unit. 9. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, and developing innovative, user-friendly and informative products. 10. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF). 11. Support monitoring, evaluation survey design, tool development, data analysis and overall surveymanagemen. 12. Support the capacity building of WFP field offices and implementing partners to produce quality MRE reports through designing and facilitating report writing training. 13. Review the monitoring report shared by implementing partners and provide feedback. 14. Develop indicator handbook (live document) updating the data for CSP indicators from WFP surveys/evaluations, national surveys, and other surveys/evaluations commissioned by development partners. 15. Within a specific area of responsibility, contribute towards integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men. 16. Any other tasks related to the MRE Unit as assigned by the supervisor.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Social Sciences, Statistics, Development Economics, Performance management, Monitoring and Evaluation or other related fields, or First University degree with additional two years of relevant work experience and/or training/courses.

Language: Excellent written and spoken English and Nepali language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Proven English drafting, editing, and technical report writing skills with one year experience in the field of Monitoring, Review and Evaluation (MRE),
  • Experience using a variety of quantitative and qualitative analytical tools and methods.
  • Has gained experience in implementing technical programs (i.e. Monitoring and evaluation, etc.).
  • Has implemented programmes and provided input into designing operations.
  • Has provided input into policy discussions and decisions.
