Efforts to address conflict in Tonj over the last two decades have generally not adopted an intentional, sequenced, and community-led peacebuilding approach. Resolutions are often not implemented, with no visible peace dividends or mechanisms to contain new incidents. The suppression of norms of restraint (including kong koc) has removed safeguards from customary institutions, which is exacerbated by ongoing impunity. Peace attempts often lack resourcing and scope to cover the maximum geographic and social extent of prevailing conflict dynamics.

WFP, in collaboration with UNMISS, UNDP, Peace Canal, TOCH and ADRA have developed the Kong Koc project, funded through the Reconciliation, Stabilization and Resilience Trust Fund (RSRTF). WFP, as the lead agency for the project as well as for the Area Reference Group (ARG), will establish a project management team comprised of a Project Coordinator, an Information Management Officer (IMO) and a MEAL Officer who will work collaboratively with all members of the Kong Koc consortium and will support the effective management of the ARG, as well.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in statistics, development economics, performance management, monitoring and evaluation or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

National Professional: Fluency (level C) in English language and knowledge of spoken Arabic or a major indigenous language in Warrap is advantageous.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To support the development and implementation of the Kong Koc MEAL framework and working group to generate quality evidence on the project outputs and outcomes. This includes coordinating monitoring activities, supporting the management of M&E tools/processes, and contributing to results-based advocacy efforts.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the establishment and management of the project M&E working group and elaboration of the M&E Plan.
  2. Ensure that Programme M&E technical working group (TWG) meeting are conducted as per M&E operational plan.
  3. Contribute to the development of monitoring tools and reporting templates at all levels of results (process, output and outcome level) in alignment to the approved TOC, Logical Framework and M&E plan.
  4. Ensure establishment of and reporting on baselines; draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis.
  5. Support mid-term reviews, learning workshops and thematic reviews for internal learning, information sharing/exchange, and strategic and operational decision-making.
  6. Support the preparation and implementation of the project endline evaluation.
  7. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products.
  8. Ensure that community led project oversight teams and other project monitoring staff are trained in data collection methods and reporting through delivery of training and information sharing.
  9. Other as required.
