TERMS AND CONDITIONS

Job Title: Programme Policy Officer (M&E) Grade: NOA Type of contract: Fixed Term contract Duration: One year (Extendable) Duty Station: Thimphu, Bhutan Vacancy Number: 176341 Date of Publication: 17 October 2022 Deadline of Application: 31 October 2022 at 23.59 Bhutan time

This vacancy announcement is for Nationals from Bhutan only.

BACKGROUND

The World Food Programme (WFP) has been in Bhutan since 1974. After 48 years of support to school meals in Bhutan, WFP, through its Country Strategic Plan (2019 – 2023) shifted its focus from direct implementation of food support for school feeding to providing institutional strengthening and capacity development in food security systems/agriculture, nutrition/school feeding and disaster risk management (DRM), including climate adaptation. WFP Bhutan will support the Royal Government of Bhutan (RGoB) in its graduation to lower middle-income country status by 2023.

Under Bhutan’s UN Sustainable Development Partnership Framework (2019 – 2023) WFP leads outcomes on implementing national rapid post-disaster needs assessment capacity, national rice fortification, transition of the National School Feeding Programme to a National School Feeding and Nutrition Programme (NSFNP), and strengthening national capacity to prepare for and respond to disasters. Since the successful hand over of the school feeding programme to the RGoB, WFP now provides technical assistance to systematically improving and strengthening the NSFNP. WFP assists the RGoB in developing a national framework for improvement of dietary and health practices among school aged children, including social and behaviour change communication. Further, WFP will support a scale-up of the school feeding programme with supply chain cost optimization, linking farmers to schools and school infrastructure. WFP also supports the RGoB in setting up national DRM platforms to guide coordination, actions and investments in emergency preparedness and response; WFP presently chairs the UN DRR working group. To address accelerating inequalities within the country, and between countries, resulting from new technology, including artificial intelligence, WFP is introducing a number of innovations that are integrated into national frameworks to build national human capital and support the RGoB to reduce costs of programmes and services through the use of new technology.
