WFP also aims to provide nutrition support to more than 4 million children and women, school feeding to more than 3 million schoolchildren, and livelihoods support to 2 million people.

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Field Office in Mukalla covers operations in the four governorates in the eastern part of Yemen namely Al Maharah, Socotra, Hadhramaut, and Shabwah. Mukalla FO currently implements a wide range of Life saving and life changing activities such as GFD, CBT, School Feeding, FFA and nutrition.

The Programme Policy Officer (Livelihoods and Resilience)will work under the direct supervision of the Head of FFA and Livelihoods for Mukalla FO. He/she will broadly support the HoU in all aspects of the management of the multiyear livelihoods and resilience activities in the FO focusing on securing the sustainability of interventions and their resilience to climate shocks with a view on building self-reliance. S/he will support the HoU in navigating the Yemeni context, including authorities, partners and beneficiaries and advice him/her on context related cross cutting issues such as conflict sensitivity, gender and protection.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support the head of unit in all aspects of overseeing and planning and implementation of the multiyear WFP’s livelihood and resilience programmes in Mukalla Field Office; food assistance for assets, food assistance for training, livelihoods grants, smallholder producer support programmes, disaster risk reduction activities, capacity strengthening interventions, including support to geographic targeting, yearly planning and design of activities. Serve as OiC of the unit during her/his absence.
  • Contribute to ensuring alignment of FO’s activities with subnational and local authority plans, WFP’s Interim Country Strategic Plan (ICSP 2021-2022), Mukalla Field Office Integrated Food Security, Livelihood, and Resilience Strategy, Food Security and Agriculture Cluster (FSAC), Livelihood Working Group’s priorities and other country-wide guidance.
  • Serve as focal point to liaise with governorate and district level authorities to coordinate the design, planning, and implementation of livelihood and resilience activities in the region.
  • Coordinate, as requested by HoUnit, with the AO/CO Livelihoods and Resilience unit and the cooperating partners for the smooth planning and implementation of the livelihoods and resilience activities.
  • Review concepts notes and proposal submitted by the partners; lead, facilitate, and take part in the CPC’s.
  • Work closely with programme engineer to ensure the quality assets are created, value for money and cost-effective approaches are considered for efficiency.
  • Oversee monitoring procedures for livelihood and resilience activities and liaise with the M&E/VAM officer to manage field monitoring activities to ensure the successful implementation of livelihoods and resilience activities.

  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

  • Support the identification, development and management of potential partnerships with NGOs, community-based organizations, private sector partners, authorities and United Nations partners.
  • Support the capacity development of WFP staff, partners and local authorities to prepare for and respond to food assistance needs, e.g. through knowledge exchange, dedicated training sessions and joint management of activities.
  • Work as a focal person from the FO to facilitate the 3PA if and when necessary.
  • Work as a focal point from the programme unit to liaison with the external partners in regards to program design and implementation; coordinate with the government authorities such as the Governor’s Offices, MoPIC, MoE, MoA, Social Affairs, UN Agencies, humanitarian clusters, and other relevant non-government stakeholders including the civil societies to ensure enhanced programme delivery.

  • Serve as officer in charge role in absence of field office management (HoP and or HoFO) and in line with field office management’s instructions.

  • Keep abreast of sociopolitical changes in the region and inform management and programme as needed.
  • Support the development of new FLAs/Projects with CPs
  • Support the identification and due diligences of potential new CPs.
  • Provide inputs to the Sitrep and other reports or communications products.
  • Participate in the weekly FO meeting and take responsibility of its direct management in the absence of international staff including a rotation scheme.
  • Participate in the Aden Senior Staff Meeting and any other relevant Aden or CO fora.
  • Any other tasks as needed.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in civil or agricultural engineering, social sciences, economics, political science and international relations or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum one year or more of postgraduate professional experience in a relevant field of work, (Administrative/GS experience is not counted except years holding G6 positions or above – each year is counted at 50%).

Language: Fluency (level C) in English language & Fluency (level C) in Arabic language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has broader knowledge of designing and implementing livelihoods, resilience, climate change, adaptation, DRR activities; preferably in conflict context.
  • Has previous experience in working on the transitions from the humanitarian responses to early recovery activities.
  • Technical knowledge in implementing Food Assistance for Asset Activities
  • Contextual knowledge of the region

FUNCTIONAL CAPABILITIES

Programme Lifecycle & Food Assistance

Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design

Transfer Modalities (Food, Cash, Voucher)

Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)

Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Emergency Programming

Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

Strategic Policy Engagement w/ Government

Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
