STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Environmental Science, Social Sciences or other fields relevant to international development assistance or First University degree in a relevant field (i.e. Bachelor’s degree) with additional years of related work experience.

Experience: Five (5) or more years of postgraduate professional experience (after completion of Advanced University degree) or Seven (7) years or more after completion of First University degree.

Language: Fluency (level C) in written and spoken English and Turkish languages, Arabic is an asset. Residency Status: Candidates are required to be Turkish nationals.

ORGANIZATIONAL CONTEXT

WFP Turkey Country Office is looking for a highly experienced Programme Policy Officer with extensive technical knowledge on livelihood/early recovery programming and related national, local and private sector partners in Turkey. Job holder report typically report to the Country/Deputy Country Director.

JOB PURPOSE

This position is based in Ankara, where the incumbent will lead and manage a WFP Livelihoods activities to ensure the effective and efficient management of human and financial resources and delivery of WFP programs and activities. A large emphasis is placed upon building and maintaining relationships with local governments, UN agencies and other partners in the area to reinforce WFP’s visibility.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Develop and drive WFP’s livelihoods and early recovery strategy in conjunction with the Head of Programme/ Deputy Country Director.
  2. Lead the WFP Livelihoods portfolio by providing support and guidance to the field offices and ensure that policy and programme operations are consistent with strategy, government and WFP policies and other relevant guidance.
  3. Provide technical advice or mobilize technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate products, the deployment and testing of innovative approaches and the development of strategies to support government efforts.
  4. Establish and maintain operational partnerships with national, local and private sector partners to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  5. Work with the Head of Istanbul Area Office/Private sector liaison to establish and manage partner protocols, letter of intents or MOUs.
  6. Contribute to formulation of broader WFP-Livelihoods programme in line with both organisational strategy and the practical realities of operating in the field;
  7. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, livelihoods, resilience or engagement in potential humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
  8. Contribute to resources mobilisations efforts for WFP projects, including clearly articulating WFP Turkeys strategy and approach and related programme opportunities, and follow up on the resource situation of projects including cash availability, seeking advice from senior colleagues where necessary.
  9. Lead, motivate and develop a team of staff to enable high performance.

TERMS AND CONDITIONS

  • Contract Duration: 1 year (renewable)
