A. BACKGROUND OF THE ASSIGNMENT

Climate change multiplies existing threats to food security, hunger and malnutrition. It will make natural disasters more frequent and intense, land and water scarce and difficult to access and increases in agricultural productivity even harder to achieve. It will disproportionally impact the most vulnerable people, the majority of whom live in fragile areas prone to climate hazards, ultimately putting hundreds of millions of people at risk.

WFP approaches the challenge of climate change from the point of view of its impact on hunger and under nutrition. WFP’s work on climate change and climate risk management focuses on enhancing the resilience of food insecure communities and countries, helping them adapt to more frequent and intense climatic events.

WFP Gambia is developing and testing innovative tools and approaches to help Governments and communities to manage disaster risks in a more effective manner. Under this approach, WFP Gambia is progressively scaling up its climate resilience portfolio. At the macro level, the African Risk Capacity (ARC) Replica programme has been in place since 2019. ARC Replica increases the number of Africans covered against climate risk, while building the capacity of national governments to respond to large-scale climate shocks. Micro insurance is being introduced by WFP Gambia as part of the development of an integrated risk management programming approach which aims to improve resilience of vulnerable households by enabling them to cope and adapt to climate risk. In 2022 WFP will begin the piloting and rollout of micro index insurance, with the aim to reach 10,000 farmers by 2024. This will be funded through the Green Climate Fund and the Adaptation Fund, in partnership with the Ministry of Environment and WFP Regional Office.

PURPOSE OF THE ASSIGNMENT

The Programme Policy Officer will contribute to this strategic shift and lead the growing climate resilience portfolio, providing effective oversight and leadership for planning, coordination, implementation, integration and monitoring, reporting and learning for the ARC Replica and micro insurance programmes as well as support integration of the climate resilience components into the overall integrated risk management approach. The Programme Policy Officer will be responsible for engagement and coordination for ARC Replica across various stakeholder groups including government ministries, partners, and internal WFP units. The Programme Policy Officer will also support design and operationalization of the climate change components under the Adaptation Fund, GCF, GAFSP project and other related grants, working with the country office, Regional Bureau, HQ and field office teams as well government counterparts in the relevant ministries, UN agencies, NGO partners and the relevant private sector organizations.

C. ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of the Deputy Country Director and overall supervision of the Country Director, the role of the Programme Policy Officer will include the following duties:

  • Lead the implementation of the ARC Replica initiative in the Gambia, including strong collaboration with the government and the African Risk Capacity Agency, provide technical advice on product design and coordinate the drafting of contingency plans, with inputs from various WFP units.
  • Support in the inception/ kick off activities for the implementation rollout of the Adaptation Fund, GCF and GAFSP projects and ensure alignment with the Operational Plans of ARC Replica.
  • Provide support to Strategic Outcome/Activity Managers to ensure alignment of the insurance programmes with the relevant CSP activities and provide technical and coordination support as the Implementing Entity for the Adaptation Fund.
  • Support capacity strengthening of WFP units and relevant government agencies on insurance and disaster risk financing by developing a capacity strengthening workplan, conducting or organizing relevant training, and participating in field missions, including national and community consultations.
  • Coordinate the collaboration with ARC, University of the Colombia and relevant research institutes in the process of development, testing and customization of indices (parameters) used in the drought insurance policies and advise on risk transfer parameters.
  • In consultation with management, liaise with HQ units (e.g., Legal, VAM/M&E etc.) to support the compliance checks of the insurance policies.
  • Coordinate reporting, monitoring and evaluation of insurance porgrammes including documenting lessons learnt and best practices, WFP Annual ARC Replica reports, Adaptation Fund Output reporting, GCF donor reporting and support the Communications Unit in updating WFP website content.
  • Review/ develop project proposals applying a climate sensitive lens to ensure that climate adaptation/climate resilience is sufficiently considered from initial design phase.
  • Coordinate and share information with NGOs and institutions involved in ARC Replica and micro insurance in the region and in country.
  • Any other related duties as assigned from time to time.

D. DELIVERABLES AND OUTPUTS

  • Develop and update annual workplans and budgets for the Adaptation Fund, GCF, ARC Replica programme and related climate resilience activities.
  • Provide inputs on behalf of WFP to National action plans/strategies, protocols and guidelines.
  • Develop integrated climate risk management operational plan to pilot the micro insurance programme
  • Ensure agreements are signed with partners for implementation of activities and development of partnerships.
  • In consultation with the ARC technical working group and NDMA, develop a capacity strengthening plan for insurance activities for members of staff within the WFP Country Office, as well as relevant partners such as NDMA, Ministry of Environment, CBG and implementing partners.
  • Draft concept notes and/or funding proposals to support further innovations and scale up of climate risk management- such as forecast based financing, climate services, and other Disaster Risk Financing instruments
  • Draft and submit activity reports such as the Annual ARC Replica Report; Adaptation Fund Quarterly/ annual reports and GCF reporting requirements.
  • Provide inputs to the country briefs /operational briefs/SITREPS.
  • Participate in and/or lead technical working groups for insurance initiatives led by WFP in the Gambia.

G. REQUIRED SKILLS AND EXPERIENCE:

Qualifications and Experience Required

Education:

  • Advanced University degree, or University degree with experience and training/courses in one or more of the following disciplines: insurance/finance, climate change adaptation, environmental studies, agriculture and food security, development studies or related area. Index Insurance skills will be an added advantage.

Experience:

  • 5 years post graduate, progressively responsible, job related experience in climate change adaptation, disaster risk reduction, food security, policy and/or, disaster risk finance or related area.
  • Experience working with governments in implementing climate resilience programmes;

Technical Skills and Knowledge:

  • Knowledge or experience in climate risk management in Africa and/or macro and micro insurance policies desirable.
  • Knowledge of WFP financial regulations; and rules and WFP policies and procedures in procurement and supply chain is desirable.
  • Food security and multi-sector programme knowledge and experience are desirable.
  • Knowledge of research methods and monitoring and evaluation standards.
  • Understanding of donor policies, strategies and programme priorities.

Competencies:

  • Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
  • Excellent written and oral communication and presentation skills.
  • Strong analytical and negotiation skills.
