ORGANIZATIONAL CONTEXT

Since 2014, WFP CO Niger has been undertaking activities to create infrastructure and build water mobilisation, soil water conservation and soil defence and restoration works to improve the use and irrigation of agricultural and pastoral land. This work is being carried out in conjunction with the Rural Engineering Department and its local branches. The support of cooperating partners is also being sought for the organisation of community work, development and agricultural advice.

To this end, the WFP needs the skills of Rural Engineering Engineers in the field, based respectively in SO Niamey, Tahoua, Maradi, Diffa and Zinder, to monitor more specifically the engineering work, in particular.

JOB PURPOSE

Under the direct supervision of the Head of the Sub-Office and the technical supervision of the Senior Rural Engineering Engineer of the CO Country Office, the staff in charge of the Programme will be responsible for the implementation of the "FFA" productive asset creation activities, and the monitoring of certain activities of the SAMS component of the mobilisation of water resources, the creation and management of structuring works (hydraulic works, Developments) with the following main tasks.

KEY ACCOUNTABILITIES (not all-inclusive)

 Helping to identify and validate sites for the construction of structural works (dams, weirs, hydraulic works, etc.);  Help identify and validate market garden sites;  Work with the government's technical services to monitor and validate the design, implementation and operation of structures.  Identify and propose the potential of development sites, emphasising treatment according to the catchment basin approach and the contiguity of sites;  Monitor the implementation of hydraulic structures for irrigated agricultural production in the intervention zones.  To train and supervise the various players involved in the implementation of the project in the techniques for building structures in line with the strategy for creating productive assets;  Assist in the training of supervisors and the various stakeholders in the management of irrigation water and irrigated perimeters;  Ensure the quality and functionality of the works in the creation of productive assets and market gardening;  Ensure the acceptance of works and the removal of reservations;  Participate in community programming/planning workshops (PSME, PCP, etc.);

 Actively participate with partners, technical services and communities in identifying sites for the creation of productive assets and market gardening that meet the priority needs expressed by the community;  Validate or propose the assets to be created in line with the nature of the land and the catchment area approach;  Working with the government's technical services, provide technical advice on the construction, maintenance and operation of infrastructure and water resources;  With the other colleagues in the sub-office, coordinate and harmonise the work of the communal technical services and the staff of the implementing partner to improve the resilience of the beneficiaries.  Together with other colleagues in the WFP and the technical services, organise the development and use of degraded land and the perimeters created;  Help to capitalise on achievements within the communities.  To monitor, evaluate and supervise, in collaboration with the cooperating partners and the technical services, the work of creating productive assets in accordance with the standards and to validate the statements of completion and payment of the participants in the work;

 Evaluating, validating and reporting the results of the work carried out (areas reclaimed, developed, etc.) with the government's technical departments and cooperating partners.  Verify and validate company accounts on the basis of work actually carried out and certified in the field;  Working with colleagues in the sub-office and other stakeholders (technical services, cooperating partners, communal and village authorities), ensuring the security of sites, works and investments for the benefit of target households.  To draw up, in collaboration with cooperating partners and technical departments, development and management plans for new or existing sites.  Maintain an up-to-date database on the potential and achievements of rural infrastructure. Produce a monthly progress report on activities to create productive assets;  Identify innovative technologies in terms of works, production and irrigation systems, in particular digital ecological farms and biodigesters;  Carry out environmental and social impact studies prior to the implementation of any work in accordance with its importance;  Carry out any other task entrusted to it by the WFP.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: At least one (1) year of progressively responsible professional postgraduate (Master’s) experience in data management and analysis activities. or a minimum of three (3) years of professional experience in the same fields for First University degree holders

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

OTHER SPECIFIC JOB REQUIREMENTS

  1. Experience using a variety of quantitative and qualitative analysis tools and methods.
  2. Good knowledge of tools used for data collection, processing, analysis, such as ODK, Excel, SPSS, Stata, EPI Info, ARCGIS/QGIS.
  3. Analytical, communication and writing skills.
  4. Experience in the food security and nutrition analysis of WFP programmes is an asset.

Contract Duration: 1 year (Renewable)

Remuneration: The gross salary for this grade varies from 20.700.000 fcfa to 26.019.000 fcfa per annum in addition to which you will be granted an allowance for spouse and dependent children under certain conditions.
