BACKGROUND AND PURPOSE OF THE ASSIGNMENT

This position is located in the sub office of Bunia, DRC, and it reports to the Head of Programmes unit or his alternate.

The job holder at this level to demonstrate leadership skills and capacity to coordinate. Candidate is expected to have a sense of responsibility and initiative to respond independently to queries with general guidance; There is a requirement to use professional judgment and decision making in dealing with unforeseen problems on a daily basis.

The purpose of the position is to coordinate and supervise the implementation of the CBT programmes (emergency and nutrition) in the Ituri Province, with a certain focus on the response to IDPs and the Refugees, and to provide technical support, ensure coordination and collaboration as well as learning amongst CBT stakeholders (Cooperating Partners -NGOs, Fionancial Services Providers -FSPs, Sector Ministries of Agriculture and Social Protection) in the areas covered by the Bunia Sub Office.

ACCOUNTABILITIES / RESPONSABILITIES

  1. Strengthen Sub-Office capacities to monitor CBT project implementation, especially by Following-up transactions done in Wings regarding funds consumption and reconciliation according to the end to end process.
  2. Provide technical guidance for the effective review of partners proposals entailing CBT, and their budgets ;
  3. Advise and support WFP field office on effective ways of organising targeting activities, scope registration, and cash distribution
  4. Organize trainings at field level to standardize the implementation of CBT projects by setting up comprehensive procedures.
  5. Train fields WFP and CP staff on providing quality Data records (beneficiary lists), whether in or outside SCOPE.
  6. Ensure the role of Programme SCOPE focal point.
  7. Recommend ways to refine CBT programmes and thereby improve the service offered to beneficiaries and facilitate implementation by WFP.
  8. Check whether CBT management & reconciliation procedures are in place.
  9. Evaluate anti-fraud measures in place and advise on possible improvement of our procedures and controls.
  10. Verify whether the implementation of programme at field level are compliant with all WFP policies and procedures;
  11. Observe whether Complaints and Feedback mechanism (CFM) are in place and managed in an efficient way;
  12. Perform any other tasks, as assigned by direct supervisor and/or management.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education:

Advanced University degree in Political Science, Economics, Statistics, Business Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience****:

  • Minimun of 3 years of experience in the design and/or implementation of programmes deploying cash & voucher transfer modalities ;

    • Good understanding of project lifecycle, humanitarian principles and tools, programmes and transfer modalities;
    • In-depth knowledge of relevant field of specialization (food security, nutrition, humanitarian, development, social protection) is an asset;
    • Good conceptual and analytical capacity;
    • Leadership, management and negotiation skills;
    • Ability to establish priorities and to plan, coordinate and monitor own work plan and those under his/her supervision.
    • Ability to explain projects to field counterparts and communicate with Government and partners clearly and effectively, both orally and in writing.
    • Flexibility in accepting work assignments outside normal desk description.

    Knowledge & Skills:

  • Demonstrated experience in project/operations management.

    • Strong oral and written communication skills, able to clearly articulate insights to CBT stakeholders.
    • Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
    • Understanding of all CBT processes and all functional area specialized responsibilities and Experience in leading multi-disciplinary teams.

    Languages :

    Fluency (level C) in French language and at least intermediate knowledge (level B) English language.
