Under the Country Strategic Plan (CSP) Strategic Outcome 1 (SO1), WFP Mozambique is committed to ensuring that people are better able to meet their food and essential needs, sup-porting crisis-affected populations with safe and equitable access to adequate and nutritious food. Specifically, under Activity 1 and 2 of the CSP 2022-2026, WFP aims to save lives and protect food security and nutrition for vulnerable populations affected by shocks, while strengthening essential health and nutrition service delivery. At the same time, under Activities 3 and 4, which focuses on strengthening resilience through climate-smart agriculture, liveli-hoods, and social protection, WFP links emergency assistance to early recovery and resili-ence-building efforts, addressing the root causes of vulnerability. This approach will foster self-reliance, strengthen social cohesion, and contribute to peace, while enhancing communities' resilience to future shocks and stressors. Two projects which highlight this transition from humanitarian assistance to self-reliance in Mozambique are the IDP Durable Solutions workstream and the joint refugee project with UNHCR: the ‘Call to Action’ initiative. Durable Solutions refers to the UN Secretary-General's Action Agenda on Internal Displacement, which sets out a vision to better resolve, prevent, and address internal displacement crises, helping individuals and communities rebuild their lives in a sustainable way, ensuring that they no longer rely on humanitarian aid. Through the Call-to-Action initiative (C2A), WFP, UNHCR, and the UNHCR-WFP Joint Hub are advocating for durable solutions for refugees living in Maratane camp. This global initiative encourages UNHCR and WFP Country Offices to collaborate more effectively with relevant stakeholders to ensure that humanitarian assistance is provided to those in need. It also focuses on ex-panding sustainable food security, nutrition, self-reliance, and inclusion into development and government programs, helping refugees move toward long-term solutions. This position will play a pivotal role in linking emergency food assistance with long-term resili-ence initiatives, supporting refugees, IDPs, and vulnerable communities in Mozambique to transition from dependency to self-reliance.

the UN Volunteer will undertake the following tasks: 1. Contribute towards WFP’s corporate effort to maintain and improve emergency preparedness and response, while also ensuring sustainability and supporting the transition to long-term solutions and self-reliance. 2. Provide project support to the 'Call to Action' initiative, which aims to transition the refugees from humanitarian assistance to self-reliance. 3. Represent WFP in national Durable Solutions discussions and planning, ensuring that WFP’s programming, priorities, and insights inform Durable Solutions in Mozambique, while also ensuring WFP programming aligns with broader UN initiatives and priorities. This two-way approach operationalizes the humanitarian-development-peace (HDP) nexus by integrating WFP’s efforts with UN-wide strategies, ensuring that solutions are context-specific, coordinated, and mutually reinforcing.
4. Develop guidelines and support the development of strategies and tools that link emergency food assistance to the transition to self-reliance activities, including the creation of tools and guidance such as a Nexus Strategy, and contribute to the upcoming Country Strategic Plan. 5. Proactively connect with other organizations (e.g., peace actors, private sector, NGOs, UN agencies and academic institutions) to strengthen information sharing and build partnerships. 6. Liaise with WFP offices, including WFP HQ, Regional Bureaus, and other Country Offices, to stay informed of global and national updates, as well as best practices, and to provide strategic operational recommendations. This includes the preparation of documentation, best practices, presentations, and other materials to proactively share WFP Mozambique’s experiences with relevant stakeholders. 7. Assist in collecting and sharing advocacy messages to strengthen donor engagement in the transition from aid dependency to self-reliance, with a focus on raising awareness and securing funding for initiatives that support this shift. 8. Organize information-sharing sessions and platforms to facilitate internal coordination and knowledge exchange, including After Action Reviews and other such output-oriented sessions. 9. Support the creation of a system to help WFP staff stay connected to the purpose and impact of their work, with a focus on sharing human interest and success stories for both external and internal consumption, ensuring that staff remain motivated and engaged by the real-world impact of their efforts. 10. Deploy when required to support or inform transitional programing and Solutions, including in emergency situations. 11. Other duties as required.

Mozambique is a coastal country with extremely attractive landscapes that include peerless tropical beaches and warm ocean waters, friendly and welcoming people with amazing cultures (hospitable and tolerant), cuisine (food blended of African, Portuguese and Arabic influences) and hospitality, and rich natural resources and fertile lands that are only just be-ginning to be tapped. Conversely Mozambique also contends with undeveloped infrastructure and services, high levels of corruption and abject poverty throughout the country and it isn't unusual for Mozambicans to live with very poor amenities and no electricity or running water mainly in rural areas. Many imported products are expensive. Eating out and entertainment in touristy areas is also quite costly.

In relation to terrorism and political unrest, in the northeastern of Cabo Delgado and north-eastern most of Nampula, there's been a rise in extremists attacks and all visitors to those parts of the country should exercise caution. Over the last few months of 2024, Mozambique has witnessed multiple waves of protests and growing agitation and instability following Presidential elections held on 9 October 2024. This has resulted in disruptions to travel across the country and within Maputo. The situation remains uncertain.

English is not widely spoken in Mozambique, so learning a few key Portuguese can help ex-pats culture shock and show the locals they're putting in the effort.
