ORGANIZATIONAL CONTEXT

Under the supervision of the Head of Programme, the Programme Policy Officer will design and manage activities that effectively meet food assistance and humanitarian needs of affected populations through a range of transfer modalities, including in-kind food assistance, Cash Based Transfers, e-vouchers and multi-purpose cash assistance (MPCA). Specific responsibilities include providing technical advice on programme design and oversight of programme implementation in support of a range of teams.

JOB PURPOSE

Programme Policy Officer (PPO); Emergency Food Assistance and Humanitarian Aid is responsible for supporting WFP’s Iraq Country Office to design and implement programmes and strategies to respond to immediate, acute food security needs and humanitarian aid, in support of WFP’s commitment to ‘zero hunger’. The PPO is responsible for ensuring that all activities that sit within WFP’s emergency food assistance and humanitarian aid portfolio (SO1) are developed and implemented in a timely manner in compliance with WFP’s corporate standards.

KEY ACCOUNTABILITIES (not all-inclusive)

Programme Management and Support

  • Lead the design of WFP Iraq Country Office’s emergency food assistance and humanitarian aid activities, coordinate with a range of team members and external stakeholders to implement these activities in compliance to minimal corporate guidelines.
  • Provide project management support to all CSP emergency activities, ensuring a coordinated approach with WFP’s regional bureau & Headquarters, streamlining the implementation of emergency programmes that comply with WFP standards procedures.
  • Coordinate the timely delivery of food assistance and humanitarian aid programmes as per the most appropriate transfer modality (in-kind, cash or vouchers) adopting corporate tools such as SCOPE and COMET.
  • Closely monitor expenditure forecasts to ensure that budget limitations are adhered to in programme design and implementation.
  • Integrate cross cutting considerations into activity design and implementation, including inclusivity, gender, community engagement, conflict sensitivity, and accountability to affected populations.
  • Contribute towards WFP’s efforts to ensure evidence-based programming to allow informed and rapid scale up of operations when need demands. This includes collaborating with the research, analysis, and mapping team to identify requirements for needs analysis, and finalize these analyses.
  • Design and oversee monitoring and reporting systems to capture the results of food assistance activities. Lead on development of external and internal reports.
  • Support the identification, development, and management of potential partnerships to promote collaborative working, leading to improved food assistance packages.

Coordination

  • Support the capacity building of WFP staff, partners and national government counterparts to prepare for and respond to food assistance needs, ensuring alignment with programme policies and guidance e.g. through project management support, learning initiatives, coordination of emergency preparedness, contingency plan, business continuity plan, and on-the-job experience building.
  • Provide guidance to support staff, acting as a point of referral and assisting them with queries.
  • Deploy when required to emergency situations and, under close supervision, contribute to the implementation of emergency response operations.
  • Support cross-country learning and capacity-building on transfers management including determination of rations and transfer values based on needs.
  • Coordinate with support units on emergency communication protocols toward affected populations, authorities and stakeholders.

Partnerships and interagency collaboration

  • Represent our work to, and work with, other UN and civil organizations, authorities in Iraq, and regional bodies to increase coordination and learning and to support the achievement of advocacy and policy objectives.
  • Prepare and organize for different internal and external missions to WFP including donor missions.
  • Engage with donors at regional and sub-regional levels to support fundraising, profile-raising and scoping of opportunities.
  • Liaise with internal and external counterparts to ensure effective collaboration that allows programmes to produce timeline and accurate information of the populations assisted, following corporate protection principles, and putting people at the center.

Reporting

  • Prepare a range of reports and data analysis (e.g., food assistance needs, resource utilization, programme status, performance) highlighting trends/issues to enable informed decision making and ensuring deliverables adhere to corporate standards and quality control.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Advanced University Degree in one of the following disciplines: social sciences, international development, political sciences, law or related field; must have specialization in gender, protection and/or human rights related fields, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience

  • A minimum of three (3) years of post-graduation solid, responsible, and relevant work experience in humanitarian organizations and operational implementation of food assistance programming.

Languages

  • Fluency in English and Arabic, both oral and written, is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • In-depth knowledge and demonstrated operational experience in food assistance programming in humanitarian contexts.
  • Previous experience with WFP or any of its partners is a strong asset.
  • Demonstrated skills in diplomacy, access, and community engagement.

TERMS AND CONDITIONS

Position Title: Programme Policy Officer (Humanitarian Aid) Grade: SC8 Contract: Service Contract Duty Station: Baghdad, Iraq Duration of contract: 6 months, with possibility of extension subject to funding availability and satisfactory performance Salary: Minimum Annual Net Salary is USD 38,253.00 Medical Plan: International valid medical plan for the staff member, spouse, and dependent children Annual leave: 30 working days per annum
