ORGANIZATIONAL CONTEXT
WFP is one of the 11 Cosponsoring Organizations of UNAIDS. As per the UNAIDS Strategy and WHO Treatment Guidelines, and in line with WFP's contribution to SDG17 and the broader UN reform agenda, WFP addresses HIV as one area of vulnerability, ensuring "no one is left behind."
Aligned with the new UNAIDS Division of Labor (DoL), WFP's approach to HIV programming has become more holistic, leveraging multiple entry points, including: food and nutrition support, including in emergencies; cash and safety nets; technical support to governments and partners; and supply chain services. In 2016, WFP assisted 318,555 people living with HIV (PLHIV), TB patients and their households in 24 countries through HIV-specific programmes. WFP reaches many more PLHIV through general food assistance.
JOB PURPOSE
Mozambique is a Fast Track country for HIV to reach the 90-90-90 targets. It has a 13% HIV infection rate, one of the highest in the world, with a high of 25% in Gaza Province. Additionally, it has the 10th highest number of child marriages in the world with one out of two girls married before 18. The HIV prevalence rate is growing fastest among adolescents and this is of importance for girls as 40% give birth before the age of 18. Furthermore, 489 out of every 100,000 Mozambican women die due to complications during pregnancy and birth, with a higher likelihood of negative outcomes for adolescent girls.
In view of the above, WFP Mozambique has a position of an HIV officer with overall responsibility of supporting the WFP Mozambique in strenghtening HIV programming in both humanitarian and development contexts.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Nutrition, Global Public Health, Social Sciences or related field. Experience: Minimum 3 years experience working with HIV or Social Protection programs in emergency or development contexts. Experience working in INGO, UN Agencies and building partnerships with Ministry of Health, National HIV programs or national and local organisations is desirable. Experience working with special populations is desirable. Knowledge & Skills: Expertise in capacity strengthening of government and non-governement organizations. Experience in advocacy, networking and interagency collaboration and management. Strong organizational skills and ability to effectively manage multiple tasks simultaneously. Ability to travel and work in difficult environment.
Languages: Fluency (level C) in English and Portuguese languages.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of Nutrition Unit, the HIV Officer will perform the following duties:-
1. Representing WFP, participate in coordination and technical forums of the national response to HIV/TB at national and sub-national levels including the UN joint Team on HIV (UNJT), Ministry of Health (MISAU), INAS, MGCAS, the National Council of HIV/AIDS (CNCS), and others. 2. Co-convene the HIV Technical Working Group with IOM under UNAIDS. 3. Maintain a closel working relationship with MoH, UN system, and other stakeholders in HIV/TB sector at national and field level. 4. Support advocacy, fundraising and outreach activities to ensure resources for WFP response to HIV/TB. 5. Budget management of HIV projects and programmes. 6. Preparation of training materials and guidelines. 7. Support in capacity building of government institutions, cooperating partners and WFP Field Office teams on topis related to HIV programming. 8. Develop Information, Education and communication materials on HIV and TB. 9. Support in evidence generation on HIV and TB program. 10.Support in mainstreaming HIV in WFP different programatic areas, with special focus on social protection and in line with UNAIDS Division of Labor. 11.Undertake field supervisions and on-site partner mentoring visits to ensure adherence to policies and to imrpove quaility of implementation. 12.Regularly review the food and non-food items requirements for PLHIV and TB and ensure that WFP food assistance and social protection programs are in line with recommendations. 13.Whenever needed, review the Field Level Agreements (FLAs); including general scope of work, and ensure that needs of HIV and TB programme are reflected in the FLAs to the extend possible. 14.Mainstream HIV and TB programming into existent WFP programs and initatives. 15.Support the development of HIV strategy for the country office and contribute to WFP global and regional HIV strategies. 16.Work closely with MERC team, the WFP Monitoring and Evaluation unit and the VAM unit and ensure that the reporting templates meet the requirement of the corporate Monitoring and Evaluation Framework on HIV and TB, and to mainstream HIV in the Food insecurity and Malnutrition vulnerability assessments. 17.Analyse and map programatic data to provide meaningful information for planning purpose for HIV specific or HIV-sensitive programmes. 18.Perform any other relevant duties as requested by the head of Nutrition and HIV unit or WFP management.
DELIVERABLES AT THE END OF THE CONTRACT
1. HIV programs successfully implemented. 2. Monitoring data related to HIV improved in WFP Mozambique. 3. HIV-emergency TWG fully functional and active - minutes of the coordination meetings documented, workplan developed, progress of the workplan implementation documented and regularly updated. 4. Partners (government, UN Agencies and other stakeholders) recognized WFP as an active organization in the fight against HIV in Mozambique. 5. HIV mainstreamed in WFP programs. 6. Evidence of resource mobilization efforts to strenghtening WFP HIV response in Mozambique.
