ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Co-design the development of General Food Assistance (GFA) projects, plans, activities (Cash-based Transfer (CBT) and in-kind) and processes, ensuring alignment with wider programme policies, standards and guidance. 2. Substantially contribute to strategic development of linkages between humanitarian assistance and sustainable solutions for refugees (“Sustainable solutions for refugees”). This entails both creating the internal programmatic readiness as well as the engagement and cooperation with external partners at both strategic and operational levels. 3. Act as driving force in any strategic discussion related to the WFP refugees response in Jordan. 4. Contribute to strategic policy briefs to external stakeholders. 5. Co-lead on the operationalization of re-targeting of beneficiaries through continuous collaboration with relevant units (VAM/ME, CBT and operations assurance, programme support teams, Field Offices and relevant UN agencies). 6. Working with GFA Manager in managing GFA programmes and projects, including but not limited to planning, implementation, monitoring and evaluation, working closely together with other relevant country office units on targeting, beneficiary database management, accountability to affected population (AAP), protection and gender aspects. 7. Co-lead with GFA manager program quality by initiating and driving targeted beneficiary sensitization campaigns on nutrition, gender and protection awareness. 8. Co-lead the identification, development and management of potential partnerships for improved food assistance activities. 9. Substantially support and co-manage existing partnerships of WFP Jordan, including being responsible for aligning workplans of partners with GFA overall workplan and activities, monitor budgets and highlight improvements in close coordination with Field Office. 10. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery. 11. Co-lead the roll-out of mobile money and contribute building financial literacy and financial inclusion for beneficiaries in close collaboration with CBT unit and Field Offices. 12. Support advocacy and donor-related initiatives. 13. Participate in internal and external meetings as required, including interagency fora, meetings with service providers and cooperating partners. 14. Contribute to and later lead the preparation of accurate and timely reporting on GFA programmes and activities as requested that enable informed decision making and consistency of information presented to stakeholders, including donors and the government (JRP, 3RP).

15. Development of SOPs as required. 16. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through mentoring, capacity development activities including providing inputs into training materials, and provide technical assistance for the capacity strengthening of national institutions related to general food assistance. 17. Other relevant activities as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least 3 years of professional experience in leading and managing international humanitarian or development projects or relevant private sector experience. Demonstrated project work experience on long-term strategies (formulation and operationalization) and change management. Work experience and technical knowledge in Food Security / Cash Based Transfers /humanitarian or development programs desirable, or equivalent strong project management skills in the private sector, Management experience a plus.

Language: Fluency in spoken and written English and Arabic.

Knowledge & Skills:

Experience in leading long-term / strategic projects. Strong ability to think strategically. Experience in analysis of complex problems, synthesizing different options into decision-ready documents. Ability to advance project implementation under short time-lines, under pressure, and managing multiple priorities simultaneously with minimum supervision. Demonstrated experience in liaising, collaborating and coordinating with external and internal stakeholders Demonstrated strong writing skills in English, including the ability to write in an engaging and informative manner.
