ORGANIZATION AL CONTEXT:

The Haiti Country Office, operating under an ongoing emergency situation, has declared a Corporate Scale-up Emergency that has recently transitioned to Corporate Attention. In response to the heightened food insecurity and increased internal displacements caused by high insecurity, the office remains highly active in its operations. Within this challenging context, the Haiti Country Office is deeply committed to safeguarding the well-being of all affected populations, with an emphasis on ensuring protection and security for the most vulnerable groups.

The newly approved WFP Haiti CSP 2024-2028 puts a strong emphasis in the importance of ensuring protection of beneficiaries and people affected by the violence crisis as well as climate disasters, guaranteeing their safety, ensuring that the rights mechanisms are in place to report any issue in receiving assistance and that WFP empowers the Haitians.

To realize these objectives, the recruitment of a dedicated NOA Programme Policy Officer specialized in gender. This officer will be instrumental in formulating and executing strategies, policies, and initiatives aimed at promoting gender equality through WFP interventions. Collaborating closely with the protection and AAP colleagues and the relevant gender and protection interagency bodies, the officer will strengthen coordination efforts and integrate gender considerations across the organization's interventions.

JOB PURPOSE:

Providing strategic and technical support for the mainstreaming of gender equality and women’s empowerment across WFP operations in Haiti, in line with WFP gender policy 2022. Based in the Country Office, the incumbent will be required to travel to support field offices and WFP’s operations in the country.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Ensure robust mainstreaming of gender into WFP programming and operations, in line with WFP gender policy 2022 and RBP regional gender strategy 2023-2025.
  • Develop a gender analysis to inform the new CSP implementation, in collaboration with the protection officer, and design a gender action plan in a participatory manner.
  • Facilitate and support the integration of gender equality in the planning, implementation, monitoring and evaluation of Country Office programmes, projects and related initiatives.
  • Work with senior management in the Country and Sub-Offices to ensure strong institutional commitment and leadership for gender equality and women’s empowerment (GEWE) across programming and operations.
  • Manage the application of the Gender and Age Marker.
  • Provide policy and programme advice on specific gender issues that impact on WFP operations.

  • Develop staff capacities to integrate GEWE into their work, employing diverse learning methods, advice and assist in the development of gender equality training materials, adapted to the local context.

  • Strengthen WFP partners’ gender awareness, gender analysis capacities and ability to mainstream gender in programming and operations.

  • Coordinate the work and strengthen the capacities of the Country Officer Gender Results Network members.
  • Mobilise resources to support implementation of the Country Office Gender Action Plan and related GEWE initiatives.

Knowledge Management, Information and Analysis

  • Ensure that gender considerations are integrated in all data collection initiatives (surveys, focus group discussions etc.) and ensure systematic collection, analysis and use of quantitative and qualitative sex- and age-disaggregated data.
  • Mainstream gender into needs assessment frameworks, including adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified and met.
  • Provide advice on the integration of gender in the formulation of country-level project projects/programmes.
  • Actively participate in, and contribute to, the work of the inter-agency gender theme group in Haiti.

Advocacy & Partnership

  • Provide technical support and identify opportunities for GEWE advocacy.
  • Support the Country Office in producing regular updates and briefing materials to promote implementation of national, regional and international commitments to GEWE.
  • Work with Management to ensure adequate allocation of human and financial resources for effective mainstreaming of gender, including targeted gender equality initiatives.
  • Build strategic alliances with other key actors, internal and external to WFP, to advocate for gender transformative programming and collaborate on GEWE initiatives.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • A minimum of 5 years of relevant experience in working on gender equality and women’s empowerment, possibly within humanitarian operations; experience working with diversity and inclusion.
  • Experience in designing and leading training and capacity building programmes on gender equality, women’s empowerment and social inclusion.
  • Experience in designing and carrying out gender analyses desirable.

  • In-depth knowledge in gender and social inclusion, and demonstrated experience and proficiency in managing programmes that mainstream gender

  • Proficiency in Windows, MS Office (Word, Excel, Power point, Outlook)
  • Knowledge of the UN system, including gender-related mandates

STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in Gender, International development, human rights, development economics, Health, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/ courses.

Language:

Fluency (level C) in French and English language.

Intermediate knowledge (level B) of a Haitian Creole
