ORGANIZATIONAL CONTEXT

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. WFP provides life-saving assistance to more than 850,000 Rohingya refugees and over 300,000 most vulnerable households in the local communities. WFP implements a range of programmes including integrated food and nutrition assistance, school feeding activities, emergency preparedness, and tailored livelihoods programme to support the most vulnerable population.

JOB PURPOSE

To provide support to gender transformative and disability inclusion programme activities with a focus on gender equality, women’s empowerment, and disability inclusion throughout WFP’s operations, working with all units and liaising with external UN Agencies and NGOs.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the head of protection, AAP and inclusion unit, the following list of duties shall be considered to be the responsibility of the Programme Policy Officer (Gender and Inclusion)

Gender and Disability Mainstreaming:

  • Act as a focal point for all gender and disability inclusion related matters both internally and externally; ensuring all WFP intervention is done through a gender, age and disability inclusive lens.
  • Manage a team of support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision-making by management.
  • Regular field visits with the team to collect data through focus-group discussions with GFD, E-voucher, Livelihoods, DRR, SMEP beneficiaries and participants.
  • Oversee the disability inclusion pilot in Cox’s Bazar and work with protection on mainstreaming and implementing disability guidelines and referral mechanisms for persons with special needs/disabilities
  • Manage the planning and coordination with Country Office on events aimed at improving women empowerment. i.e., International Women’s Day, ‘16 Days of Activism’ & ‘International Day of Persons with Disabilities’
  • Integrate gender and disability analyses in reports and prepare presentations and training modules as required.

Capacity Strengthening

  • Undertake all request from units to conduct trainings internally to WFP staff and externally to Cooperating Partner staff Participate in the documenting all activities by Cooperating Partners and ensuring all necessary documentation is done as per WFP corporate standard.
  • Develop factsheets and supporting documents on Gender, and disability inclusion
  • Lead resource mobilization efforts through proposal writings, advocacy papers and presentations to increase funding of gender-transformative and disability inclusive livelihood projects.

Inter-agency Coordination:

  • Attend all meetings with Gender in Humanitarian Action Group (GiHA), Gender Results Network (GRN), GBV sub-sector, Age and Disability Working Group, PSEA Network, to leverage WFP’s capacities in gender, PSEA and Disability Inclusive activities.
  • Coordinate with relevant stakeholders on gender and disability interventions to ensure smooth implementation of WFP led projects. Other Duties Act as Officer-in

  • Perform other related duties as required

STANDARD MINIMUM QUALIFICATIONS

Education: Master’s preferably in International Development/Gender/Public Health/Food security/Nutrition/ Social Science or any other relevant field or bachelor’s or equivalent degree in same subject (s) with additional years of experience.

Experience: At least eight years of progressively responsible work experience, including three years of decision-making, and supervisory role for implementing Gender Equality and Women's Empowerment program or any other relevant experience.

Language: Fluency in both oral and written communication in English and Bangla

Skill & Knowledge: Excellent understanding of gender concepts within the humanitarian context, with excellent facilitation skills. Innovative thinking in ensuring WFP interventions is gender sensitive and disability inclusive .
