ORGANIZATIONAL CONTEXT

Cameroon Country Office is one the RBD countries under Corporate Emergency and is currently covering humanitarian crisis confronted by three complex crises; in the Lake Chad Basin, in the North-West and South-West regions and Boko haram insurgency in the Far North region. Each conflict is unique but all contributes to continuing displacements, insecurity, food insecurity and malnutrition, related negative health and socio-economic impacts among communities among other challenges. The crisis are further eroding weakened household resilience, compounding food and nutrition insecurity to areas previously moderately food secure.

THE ROLE

The Country Strategic Plan (2022-2026) has called for a scale up of operations in Cameroon with demand for strategic and high level operational response to respond to the crisis supporting links to early recovery through a number of innovations including human capital development with cross-cutting functions of gender, AAP and protection integrated across operations. The position holder will provide technical advice on WFP Cameroon programmes and implementation modalities in line with Country Strategic Plan 2022 -2026 on gender, AAP and school health and nutrition among others. Furthermore, the position holder will advice the Government in various sectors and UNCT partners to achieve results under all strategic outcomes leading on cross cutting areas and school health and nutrition as part of the sustainable food systems. The Programme Policy Officer will report to the Deputy Country Director.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide solid technical and managerial leadership on Gender, AAP and Education policies and programme implementation issues (including innovative approaches to support government and other partners to reduce hunger and malnutrition.
  • Provide technical expertise and leadership for the planning, formulation and implementation of selected cross-cutting areas to strengthen government capacities, UNCT level partners and promote community engagement.
  • Support the design and implementation of both home-grown school feeding and emergency school feeding for different regions of Cameroon ensuring a coordinated approach in compliance with WFP standards and procedures.
  • Identify, develop and nurture strategic and operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  • Enhance WFP’s leadership in different partnership fora on subjects related to nutrition, education, emergency, resilience, engagement in humanitarian, humanitarian, development and peace nexus through direct participation and/or through briefings, information products and other materials.
  • Provide technical capacity strengthening support including on South South Triangular Cooperation ensuring a coordinated approach with wider government and other stakeholders to achieve key milestones on CSP (2022-2026).
  • Support and advice on operational research and evidence building to strengthen policy and programme formulation on cross cutting areas and school health and nutrition interventions.
  • Train and sensitize WFP staff, partners and government on issues related to gender and AAP in accordance with humanitarian principles and latest guidance from WFP and Country policies.
  • Document good practices and lessons learned to better guide the implementation of programmes and the review related policies.
  • Other duties, as required.

QUALIFICATIONS AND KEY REQUIREMENTS

Education:

Advanced university degree in one of the following disciplines: social sciences, international development, international education, development economics or another related field like international relations, human rights, political science, or humanitarian studies.

Experience:

At least eight (8) years of postgraduate professional experience in addressing on education, gender and AAP issues in development and humanitarian response. Experience of working in the field, in development projects, emergency assistance and/or operational aspects of national, bilateral or multilateral food security programmes in developing countries and/or in complex conflict environments.

Language:

Fluency (level C) in English. Intermediate knowledge (level B) of French language is an added advantage.

Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, Russian, Spanish, and/or Portuguese (A WFP’s working language)

  • experience in gender, accountability to affected populations and education
  • comprehensive knowledge and skills in training and facilitation
  • In-depth knowledge of gender in humanitarian and development settings, humanitarian policy issues, and its linkage with food security and nutrition
  • solid analytical, writing skills and communication skills (including developing advocacy messages)
  • experience in protection mainstreaming

TERMS AND CONDITIONS

This is an International Professional position and candidates must be a national of a country other than the country of assignment.

Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Yaoundé, Cameroon to take up this assignment.
