WFP is currently seeking to build talent pool in the position of Programme Policy Officer NOB

The WFP Regional Bureau for Eastern and Central Africa (RBN) is based in Nairobi and provides strategic direction, technical guidance, resource mobilization and management support to WFP operations and activities in nine countries: Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, South Sudan and Uganda.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency in English, both oral and written. Intermediate knowledge of other UN language would be an advantage.

KEY ACCOUNTABILITIES (not all-inclusive)

What you will do:

• Lead the development and implementation of resilient livelihoods strategies including for improving productivity and resilience to shocks amongst food insecure populations.
• Analyse the country context and policy debates nationally, regionally and globally to ensure that WFP Kenya remains at the forefront of thinking and practice in Food Systems and Resilience.
• Provide technical oversight and guidance and identify opportunities for improvement and innovative initiatives analysing best practices from WFP and partners in academia, government and the private sector.
• Plan, monitor, prioritise and overall manage resources to maximise their effectiveness in the delivery of Activities as envisioned in the CSP, as well as report comprehensively in required formats and forums.
• Manage agreements, contracts and MoUs related to specific activities (as per the CSP) with external service providers to ensure corporate standards are followed with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
• Manage, develop and motivate a team of staff to support and provide day-to-day management of activities under the CSP.
• Play a full role in office-wide processes such as annual planning and other events.

KEY ACCOUNTABILITIES (Cont)

• Contribute to accurate and timely reporting on activities and trends to enable informed decision-making and consistency of information presented to WFP Kenya management and a wide range of stakeholders.
• Work closely with functional area and strategic outcome managers to assure value for money services and maintain cost-efficiency.
• In collaboration with the monitoring and evaluation unit, ensure baselines for Activities are established; project reviews and evaluations are carried out and findings are used to improve guidance documents for use by field offices.
• Ensure that concept notes, funding proposals and reports meet the needs of WFP and the requirement of the donors.
• Develop funding proposals for in collaboration with the Donor Relations Unit.
• Develop annual activity implementation plan budgets and monitor consumption in close collaboration with the Budget and Programming Unit and other functional areas in the country office. Propose adjustments in collaboration with relevant functional areas.

KEY ACCOUNTABILITIES (Cont)

• Promote the sharing of knowledge and resources to build productive and capable partnerships with Government and other national institutions, UN Agencies, NGOs and private sector to ensure an integrated approach to food systems and resilience.
• Liaise with other units, including Supply Chain, administration, finance, procurement, HR and others to ensure the multi-disciplinary and efficient delivery of the programme.

DESIRED EXPERIENCES

• Has experience working across the Program portfolio including VAM/Nutrition.
• Has engaged in policy discussions and provided input into policy decisions.
• At least five years of postgraduate professional experience in designing and implementing multi-faceted food systems and livelihoods programmes in refugee set-ups and arid and semi-arid areas.
• Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
• Proven ability to take initiative, develop and execute demanding work plans.
• Ability to analyse and identify opportunities and challenges and develop and propose solutions to programmatic challenges.
• Proven ability to establish and maintain excellent working relations with colleagues and external partners and deal tactfully and patiently with different people. Experience in managing diverse interests and perspectives and build consensus.
