BACKGROUND AND PURPOSE OF ASSIGNMENT

WFP’s Pacific Multi-Country Office (MCO) in Suva, Fiji, coordinates activities to strengthen the emergency preparedness and response capacities of Pacific Island Countries, in line with the organization’s global mandate and commitments.

WFP conducts extensive regional food security vulnerability analysis and mapping, including through use of remote data collection system - mobile Vulnerability Analysis and Mapping (mVAM), rapid-assessment training workshops, development of standard operating procedures and the compilation of food-security data sets and profiles for each Pacific Island country. WFP’s Research, Assessment and Monitoring (RAM) Unit, as a core area for WFP, in addition provides geospatial, markets, economic and thematic analysis.

The Programme Policy Officer/Food Security Analyst, in line with other responsibilities, will contribute to coordination and implementation of the above-mentioned activities, closely collaborating with the UN and Governments counterparts at different levels.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of the RAM Unit, the Programme Policy Officer/Food Security Analyst undertakes the following duties and responsibilities:

  • Identify, collect, and manage data and information required for food security, nutrition, and vulnerability analysis, jointly with Government’s agencies and other relevant partners in PICTs for the preparation of periodic analysis, publications, and monitoring, as required.
  • Provide support for effective and efficient coordination with the Governments and stakeholders for MCO Programme implementation, including identifying joint activities in the area of food security, vulnerability and nutrition analysis and reporting.
  • Contribute to the work of RAM unit in production of evidence-based products in the areas of food security and vulnerability by preparing data analysis plans, conducting research, literature reviews and statistical analysis, writing reports and communicating findings.
  • Provide support and/or facilitate Governments and partners capacity strengthening initiatives, including in developing food security and vulnerability analysis products, improving data quality and analysis.
  • Support in maintaining and developing potential partnerships for collaborative work with Governments, UN partners and stakeholders in terms of generation, analysis and use of quality data.
  • Liaise with the RAM Team, contribute to capacitating unit’s technical staff where needed, to ensure Unit objectives are delivered to agreed standards and deadlines. Ensure up-to-date knowledge of new trends and methods in areas relevant to work.
  • Contribute to the preparation of accurate and timely reporting on Unit activities.
  • Participate in workshops, trainings, forums, and other exchanges of knowledge in the area of food security and vulnerability analysis; communicate findings from CO RAM work.
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Bachelor degree with emphasis in one or more of the following disciplines: statistics, economics, social sciences, agriculture development, geography, or related field.

Experience:

Minimum 2 years of professional experience in data collection and analysis with use of statistical methods.

Knowledge & Skills:

  • Ability to independently perform data analysis using statistical packages (STATA, SPSS, R, etc.) in the context of household’s surveys datasets.

  • Experience in food security, vulnerability, and nutrition analysis, including in designing the tools, data collection, analysis and interpretation of the results.

  • Experience in implementing technical programmes.

  • Ability to communicate and coordinate with Government partners and stakeholders.

Languages: Excellent written and communication skills in English.
