ORGANIZATIONAL CONTEXT

In mid-2017 the conflict between the Democratic Republic of Congo (DRC) government forces and the Kamuena Nsapu militia faction in the greater Kasai region, Democratic Republic of the Congo (DRC) has led to population displacements and refugee influx into the Lunda Norte province of neighboring Angola, a country that has historically received refugees from DRC. The Government of Angola requested support from the United Nations Country Team and non-governmental organizations (NGOs) to respond to the growing needs.

Prior to May 2017, WFP did not have operations in Angola after a PRRO ended in 2009. However, attending a request from the Government of Angola and the United Nations High Commissioner for Refugees (UNHCR), WFP has deployed staff to Angola to manage the emergency response by ensuring timely and effective provision of food and nutrition assistance to DRC refugees hosted in Lunda Norte province.

Since August 2019 and due to improving political and security conditions in the Greater Kasai Region, some refugees have been repatriating to DRC, initially spontaneously and then through UNHCR’s assistance, which is currently on hold because of border closures due to the COVID-19 pandemic. As of September 2021, there are approximately 6,800 registered refugees in the Lovua settlement and 3,000 living with host families in and around Dundo.

WFP plans to continue providing food security and nutrition sensitive messaging assistance to these refugees while monitoring the fluid situation and planning its medium-term engagement. In view of the above context, there is a continued need of an international staff member to oversee WFP field operations in line with the agreement with UNHCR, WFP’s Cooperating Partner as well as other humanitarian and development actors.

JOB PURPOSE

The Field Coordinator reports to and under the functional supervision of the Head of Office in Luanda or his/her designate. Within delegated authority, the Field Coordinator will be responsible for the following duties:

KEY ACCOUNTABILITIES

  1. Coordinate all WFP operations in Dundo, Angola.
  2. Produce regular briefings and reports on WFP operations (distribution plans, physical stock and review distribution reports).
  3. Provide high level analysis and comprehensive situational overviews of the emergency operation.
  4. Coordinate and support WFP staff of Dundo office in their emergency operations.
  5. Participate and represent WFP in relevant Dundo-level meetings with government, donors, NGOs and UN Agencies.
  6. Liaise and coordinate daily with WFP's cooperating partner on operational matters pertaining to the emergency response.
  7. Ensure that accurate and complete accounting, reporting and financial internal control systems are functioning and that all relevant records are maintained.
  8. Coordinate regular collection of market prices and closely monitor effects on local and regional markets in the respective areas of operation.
  9. Contribute to field-level assessments on different sectors, including food security, nutrition, and livelihoods. Liaise with Government and partners on identification of livelihoods-creation and resilience-building activities to enhance refugees' self-reliance.
  10. Provide support to Luanda office as required, including on reporting, planning and M&E.
  11. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  12. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
  13. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  14. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education and Experience:

  • At least 5 years of progressively responsible professional experience in emergency coordination.

    • At least 1 year of experience in implementing operations which involves cash-based transfers.
    • Experience working with international organizations, development partners, high-level authorities, local governments and/or civil society organizations.
    • Exposure to field operations, preferably in a hardship duty station, conflict, or emergency response situation.

    Languages:

  • Fluency in both oral and written communication in English is essential. Working knowledge of Portuguese is desirable.

    • knowledge of Portuguese and French would be an asset.

OTHER INFORMATION

This position is open to Angolan Nationals and candidates with a valid work permit to work in Angola.

CONTRACTUAL INFORMATION

  • This is a 6-month renewable Service Contract
