ORGANIZATIONAL CONTEXT

In South Sudan, humanitarian needs are on the rise. Prolonged political crisis, inter and intra- communal conflict, climate and economic shocks and stressors, and structural vulnerabilities cause the displacement of people and destruction of livelihoods, infrastructure and services and keep people in a vicious cycle of hunger and violence. The 2022 Integrated Food Security Phase Classification (IPC) estimates that 7.76 million people (63 percent of the population) are facing severe acute food insecurity (IPC Phase 3 or above).

Improved food security means both addressing urgent needs and immediate food gaps as well as investing in livelihoods so that vulnerable communities and households can better withstand future shocks. Further emphasis is required to support livelihood opportunities, especially in agriculture on which the majority of households depend, and access to services and assets with a specific emphasis on youth so as to reduce incentives for violence.

WFP programming covers a wide range of emergency, recovery and development interventions with different modalities of assistance, innovation and partnership. All programmes are currently guided by the Country Strategic Plan (CSP) 2023-2025.

Purpose of the assignment:

WFP South Sudan is implementing a multi-year (October 2020 to March 2025) project funded by the European Union Trust Fund (EUTF) for Africa: “Feeder Roads to Strengthen the Livelihoods and Resilience of Rural Communities - to Improve Food Security of The Target Vulnerable Populations in Northern and Western Bahr El Ghazal States and Selected Locations in Greater Upper Nile Region – South Sudan.

The project is implemented through the Smallholder Agricultural Market Support (SAMS) and Food Assistance for Assets (FFA) programmes under WFP’s Safety Nets and Resilience (SNR) portfolio. SAMS and FFA fall under the CSP Strategic Outcome 3: “Food-insecure and shock-affected populations in targeted areas, especially women and youth, have improved livelihoods and more resilient and sustainable food systems by 2030 .”

JOB PURPOSE

The project’s overall objective is to contribute to improved stabilization and livelihood resilience of rural vulnerable communities in Greater Bahr El Ghazal and Greater Upper Nile. The project is expected to reach some 90,000 people vulnerable to climatic and other shocks: e.g., smallholder farmers, agro-pastoralists, private sector actors, state and country authorities, and customary chiefs at boma and village levels in the target counties. Activities include community asset creation, particularly community access roads, training and mentorship in agriculture and other life and business skills, access to agricultural technologies, and facilitation to improve agricultural production, productivity, post-harvest management, and marketing.

The Project Coordinator will be responsible for overall project coordination of the EU-funded project. S/he will report to the Head of SNR.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Coordinate with the SAMS and FFA teams and Field Offices to ensure that the EU project activity implementation follows established workplans and budgets and that the workplans and budgets are reviewed and updated periodically.
  2. Organize bi-annual project planning and review meetings with WFP and cooperating partners [non-governmental organizations (NGO)] to take stock of implementation achievements and challenges and propose adjustments where necessary.
  3. Conduct periodic field missions to monitor project implementation, receive feedback from the local authorities, partners, and communities, and discuss with WFP and partners to adapt to emerging opportunities, shocks, risks, and challenges.
  4. Coordinate with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure that the EU project output and outcome monitoring activities follow an established plan and that data are available for learning and reporting.
  5. Lead in drafting project narrative reports by collecting input from the SAMS and FFA teams.
  6. Coordinate with other EU project implementing partners to strengthen synergy and knowledge sharing.
  7. Work closely with the EU delegation technical focal person, EU technical assistance staff and SAM, FFA, and MEAL teams to discuss, plan, implement, and adjust key project milestones (e.g., annual workplans, reports, output and outcome results, coordination and review meetings, and learning activities).

8. Coordinate with the Donor Relations team in communication with the EU delegation on activity updates, reports, joint and monitoring missions, visibility, and project revision as required.

9. Liaise with the SAMS, FFA, Partnerships, Budget and Programming, and Donor Relations teams to ensure timely funds consumption and compliance with expenditure plans.

10. Coordinate with the Communications team to ensure that the project communication plan, particularly visibility events and human interest stories, is implemented with quality and timeliness; the donor visibility requirements are met by WFP and cooperating partners; and the EU project is highlighted in WFP South Sudan’s communication messages and materials.

11. Contribute to the development and review of SNR programme strategies and workplans and integration of WFP programmes across the humanitarian, development, and peace nexus.

12. Support any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree or university degree with experience and training/courses in one or more of the following disciplines: agriculture, agricultural economics, business, economics, environmental science, international development, social policy, or related discipline

Experience: At least 5 years of postgraduate, progressively responsible, job related experience in programme and project management, including funds management, in agricultural development, environmental conversation, livelihoods, market development, women’s empowerment, youth development, or related fields.

Languages: Working knowledge (written and oral) of English (proficiency/level C)

Knowledge & Skills: A demonstrated ability to prepare concise and analytical reports and documents in English. Proficiency in utilising computers, including word processing, spreadsheet, power point, and other office software packages and systems.
