ORGANIZATIONAL CONTEXT

WFP established a Multi-Country Office (MCO) in Barbados to provide technical assistance and capacity-strengthening programming across 22 countries and territories in the English and Dutch-speaking Caribbean. Across the Caribbean, WFP is applying its global expertise to a programme of cross-functional activities designed to improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to people impacted by shocks and disasters. The regional programme of work includes technical assistance on social protection (e.g. data analysis/collection, digitalisation, payments), vulnerability and risk analysis, integrated supply chain management, food security/food systems and disaster risk financing. WFP has been working with the government of St. Lucia to strengthen systems to respond to shocks, disasters and to support resilience, including through social protection.

This position is based in St. Lucia and part the Caribbean MCO. The jobholder will have a Programme Policy profile, with robust experience in developing programmes and partnerships to identify social protection, food security and emergency preparedness priorities. The Programme Policy Officer will coordinate technical support activities, liaise with partners, engage in priority-setting, identify risks, establish and track workplans and coordinate with partners.

JOB PURPOSE

The purpose of the Programme Policy Officer-SC 10 will revolve around developing and maintaining WFP programmes and partnerships in St. Lucia to strengthen social protection systems and enhance emergency preparedness.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ, MCO, and field operations.
  2. Provide advice and support on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  4. Assist counterparts in governments and other partners in identifying where WFP assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of programmes to strengthen government’s social protection systems and enhance their ability to respond to emergencies and shocks.
  5. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve government capacities and support advocacy work.
  6. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
  7. Manage operational research and evidence building on issues relevant to Shock-Responsive Social Protection.
  8. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  9. Contribute to resources mobilisations efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  10. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
  11. Contribute to MCO’s Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance , or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Five or more years of professional work experience required.

National Professional: Fluency in the English Language both written and oral.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience working across the Program portfolio including VAM/Nutrition.
  • Has led a Sub Office or a small country/area office programme team or a component of a country office programme portfolio.
  • Has engaged in policy discussions and provided input into policy decisions.

TERMS AND CONDITIONS

Who Can Apply?

  • This position is open to nationals of Barbados and CARICOM member states and associate members. CARICOM Nationals applying for National position outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation and any other living expenses, etc. A CARICOM Skilled National Certificate is a pre-requisite of employment for successful candidates who are not from the country for which the position is advertised.

Employment Particulars

  • Type of position: Short Term, Full Time
  • Type of Contact: Service Contract Level 10 (SC 10)
  • Duration on Contract: 12 months with the possibility of extension, based on organisational requirements.
  • Duty Station: St. Lucia
  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.
  • Remuneration: The salary for this position starts at XCD $ 7140.00 per month.
