BACKGROUND AND PURPOSE OF ASSIGNMENT

The Programme Policy Officer (Emergency Preparedness and Response) will work under the direct supervision of the Emergency Officer and with the overall guidance of the Deputy Country Director.

The Programme Policy Officer (EPR) will be responsible for leading Emergency Preparedness and Response (EPR) activities in the Manila Country Office with frequent travel to the field. The job holder will work closely with managers and policy officers steering preparedness and response activities across WFP’s key functions, including in programme, supply chain and emergency telecommunications.

KEY ACCOUNTABILITIES (not all-inclusive)

Specific tasks include:

  • Provide specialized expertise and contribute towards the development of emergency preparedness and response activities, plans and processes ensuring alignment with wider WFP policies and guidelines.
  • Provide coordination and project management to ensure activities are performed within the established narrative and financial targets following WFP’s policies and procedures.
  • Oversee project implementation by WFP’s cooperating partners and ensure compliance with agreed upon plans of operations and WFP policies and procedures.
  • Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate analyses and efficient implementation of emergency preparedness and response activities.
  • Lead the implementation of the Emergency Preparedness Capacity Indicator (EPCI) to form a clear baseline on government capacity and identify opportunities for capacity strengthening.
  • Prepare narrative reports and substantial data analysis (e.g., EPR needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  • Monitor natural hazards and early warning signals to inform preparedness and response activities.
  • Facilitate updates and identify gaps in WFP’s Emergency Preparedness Checklist, concept of operations, and standard operating procedures in emergency preparedness and response.
  • Support staff, providing advice, guidance, and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Coordinate and liaise with internal counterparts on a range of complex matters to enable effective collaboration, implementation, and monitoring of ongoing project activities in emergency preparedness and response.
  • During emergency, deploy at short notice to lead assessment missions and set up WFP operations in the field.
  • Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
  • Act as an escalation point for complex query resolution on all emergency matters within the area of responsibility.
  • Perform other related duties and responsibilities as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

  • EDUCATION: Relevant postgraduate degree (master's or doctorate) in Disaster Preparedness and Response, Governance, Humanitarian Services, Environmental Science, Social Sciences, or other fields within the rubric of international development assistance.

  • EXPERIENCE:

    • At least one (1) year of postgraduate professional experience and a minimum of five (5) years of undergraduate professional experience in UN agencies, NGOs, government, or private sector with a focus on disaster management or resilience
    • Experience in project management and in policy development.
    • Experience in working with a diverse range of humanitarian actors, including government, UN agencies, NGOs, and civil society.
    • Experience in supporting emergency food assistance (in-kind and/or CBT) programming and distribution.
  • KNOWLEDGE & SKILLS:

    • Strong analytical, facilitation, and negotiation skills.
    • Strong project cycle management skills.
    • Ability to work in a team, and establish effective working relations with persons of different cultural backgrounds.
    • Familiar with the Philippines disaster management system, cluster approach and the international humanitarian response architecture.
    • Ability to work within tight deadlines and to manage multiple tasks simultaneously and independently.
  • LANGUAGE: Excellent knowledge of written and spoken English (with Level C proficiency); functional knowledge of any regional language is desired.

REMUNERATION PACKAGE

WFP offers a competitive benefits package including an approximate annual net salary of PHP1,255,000.00, leave entitlements, pension benefits, and comprehensive medical insurance which can be extended to eligible dependents.
