ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

The Program Policy Officer (Emergencies) will work in close collaboration with, and under the supervision of, the AO Head of Programme to lead the emergencies/SO1 activities in Mazar Area Office. The role will involve close coordination across relevant units of the AO, as well as with CO Programme teams to ensure effective implementation of emergency activities in line with WFP policies and procedures.

KEY ACCOUNTABILITIES (not all-inclusive)

A. Emergency response:

  • Proactively lead and manage implementation of the Strategic Outcome1 (SO1) on emergency and humanitarian response across food and CBT modality interventions across the MAO areas of responsibility.
  • Coordinate with the CO SO1 teams and relevant functional units to track, guide, review and ensure rapid approval of FLA amendments and new partnership proposals for the emergency operation.
  • Maintain regular communication with SO1 teams in CO to communicate programme and operational changes in rations, implementation timelines, registration processes and other operational matters.
  • Support the integration of emergency food and nutrition programming in coordination with Nutrition colleagues.
  • Coordinate and provide necessary programme information to the Head of Office and to the MAO HOP and other units where and as required, including SCOPE application, verifications, and approvals.
  • Coordinate with other stakeholders outside WFP to implement and support rapid emergency response activities in case of sudden onset shocks.
  • In consultation with the MAO HOP, provide any relevant inputs required to the CO Programme and ensure smooth flow of information on targets, areas, timelines, and priorities.

B. Emergency Preparedness and Response:

  • Facilitate capacity strengthening activities such as the Simulation exercises, working with relevant stakeholders for needs assessment and technical capacity development.
  • Act as the country office EPRP focal point and provide support to the field offices on EPRP.
  • Coordinate with all functional units on implementation of the Minimum preparedness actions.

C. Programmatic Responsibilities

  • Lead the development of an SO1 implementation plan at Mazar Area office level in consultation with the CO SO1 team and MAO HOP.
  • Coordinate implementation, training and rollout (and contribute to) the development of high-quality operational guidelines, trainings and SOPs for field teams implementing SO1 activities (targeting, registration, distribution)
  • Review and recommend SO1 projects from CPs as a member of the PTRC.
  • Participate in the FSAC and other cluster meetings at regional level as requested in support of the MAO HOP.
  • Follow up on program risk register with other units and update MAO input.
  • Provide inputs for the concept notes and full proposals based on the results from assessment, stakeholder and community consultations, and inputs from internal and external experts.
  • Contribute to the IPC analysis process and represent Mazar Area Office at all the analysis and participate in the technical sessions.
  • Contribute to preparation of the food security assessment tools and contribute to support the capacity building of WFP staff, partners and other stakeholders to conduct vulnerability analysis to effectively inform preparedness and response activities.
  • Provide regular updates on food security situation to all evolving stakeholders

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Master’s degree in any discipline related to humanitarian aid, emergency preparedness, management, Engineering, environmental sciences, climate change or other relevant field or additional 2 years of experience.

Experience:

  • At least areas.one (1) year of postgraduate professional experience in the area of humanitarian and resilience building programmes or related areas, preferably including both food and CBT modalities, and engagement with and/or capacity building and training of counterparts in relevant areas.

Desirable skills and knowledge:

  • Proven experience and ability to provide high quality inputs for project documents and guidelines.
  • Experience with monitoring, programme tracking and funding mechanisms, WFP and the United Nations system will be an asset.
  • Good understanding of the humanitarian and/or development context in Afghanistan.
  • Ability to plan own workload and meet set deadlines.
  • Demonstrated capacity to manage an effective team in an implementation setting.
  • Ability to coordinate across multiple stakeholders and communicate effectively at all levels.
  • Good written and spoken English and fluency in Dari and Pashto.
  • Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook).

Language:

  • Fluency (Level C) in both oral and written communication in English, Dari and/or Pashto
