JOB PURPOSE

As part of the emergency programme team, the Programme Policy Officer will support the team on humanitarian response activities that include, but are not limited to, as follows, and will report to a more senior Programme Policy Officer (Emergencies) in Country Office.

PRIMARY RESPONSIBILITIES

• Track, guide, review and ensure rapid approval of Field Level Agreements amendments and new partnership proposals for the emergency operation and support the response across Food and Cash Based Transfers modality interventions.

• Communicate programme and operational changes in rations, implementation timelines, registration processes and other operational matters regularly with SO1 field teams and support the integration of emergency food and nutrition programming.

• Provide necessary programme information to programme managers, head of program and other units where and as required, including SCOPE application, verifications, and approvals.

• Contribute to the development of the Country implementation plan, and high-quality operational guidelines, trainings, and SOPs for field teams implementing SO1 activities (targeting, registration, distribution), plus review and recommend emergency programme projects from Cooperating Partners.

• Ensure effective monitoring and tracking of activities and integration of results and learning into future programming by actively participating in assessment, monitoring, training, and other related missions to the field.

• Conduct resource monitoring including clearing of charge codes and highlighting any concerns with fund consumption, and coordinate with relevant units on resource allocation, monitoring, and tracking as may be requested.

• Collaborate with relevant stakeholders (internal and external) to provide appropriate inputs for concept notes, full proposals, technical reports, and requests for information, as may be needed for donor relations support.

• Identify key Cooperating Partner’s operational, and financial risks for escalation to find solutions, establish their respective skills, knowledge, and training needs, and partner with CO and Emergency unit to provide appropriate capacity building including to Third Party Monitors in relation to emergency response activities.

EDUCATION, QUALIFICATIONS & WORK EXPERIENCE

• Bachelor’s degree in a discipline related to humanitarian aid, emergency preparedness, management, Engineering, environmental sciences, climate change or another relevant field to the post. A Master’s degree in the relevant field will be an added advantage. • At least 3 years of relevant experience in humanitarian and resilience building programmes or related areas, including both food and Cash Based Transaction modalities, and engagement with and/or capacity building and training of counterparts in relevant areas. • Experience with monitoring, programme tracking and funding mechanisms with NGO, WFP or the United Nations common system will be an asset.

KEY COMPETENCIES

• Proven experience and ability to provide high quality inputs for donor proposals and/or project documents. • Ability to coordinate across multiple stakeholders and communicate effectively at all levels.

LANGUAGE

• Fluency (Level C) in both oral and written communication in English, Dari and/or Pashto

The 2017 Afghanistan Zero Hunger Strategic Review (ZHSR) found that the country suffers from high, and in some cases rapidly rising, levels of food insecurity and undernutrition, and outlines a series of recommendations to address the problem.

The overarching goal of the WFP Afghanistan Country Strategic Plan (CSP) is to support the country to achieve Zero Hunger by 2030 in a manner that also contributes, wherever possible, to the broader, longer-term transition to peace and development. WFP, through the CSP, is continuing to scale up emergency activities nationwide and mainstreaming the crosscutting issues of gender equality and women’s empowerment, protection, and accountability to affected populations, the CSP focuses on six, highly interrelated outcomes that span both SDG 2 and 17 (partnering for the goals).
