JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs, and direction and to undertake a Value for Money and return on investment analysis of the programme through establishing a system for costs’ calculations by tracking actual expenses.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Establish indicators and a framework for Value for Money (VfM) and Return on Investment (RoI) analyses.
  2. Establish a system for cost calculations by tracking actual expenses on an as-needed basis.
  3. Mainstream data collection for value for money/return on investment through the existing monitoring system using the proposed VfM/RoI approach.
  4. Draft and finalize VfM/RoI analysis reports by comparing them with available cost data from other programs, highlighting success stories, and lessons learned from the program.
  5. Analyze to identify opportunities for improving VfM/RoI through appropriate revisions of procurement methods and other cost drivers where applicable and feasible."
  6. Conduct RoI analysis based on primary/secondary data collected from the resilience and social protection program.
  7. Contribute to the analysis of the total factor productivity of WFP programs and climate risk financing, climate adaptation financing, and school feeding financing.
  8. Develop and coordinate data-gathering and monitoring systems, ensuring that rigorous quality standards are maintained.
  9. Research and analyze a range of policy and operational issues to inform the development of policies, programs, and activities.
  10. Contribute to the preparation of accurate and timely reports on programs and activities that enable informed decision-making and ensure consistency of information presented to stakeholders.
  11. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects, and highlight potential risks to project delivery.
  12. Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, for example, by providing inputs into training materials.
  13. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Development Economics, Agricultural Economics, Statistics, Mathematics or similar relevant discipline.

Experience: Minimum 7 years of experience with 4 years of professional experience in the relevent field.

Language: Fluency in spoken and written English and Bangla is required.
