JOB PURPOSE
WFP is seeking a qualified and experienced candidate for the position of Programme Policy Officer, Disaster Risk Reduction (DRR) to undertake project planning and implementation in line with WFP’s Country Strategic Plan. The officer will work with respective government agencies and with local level actors to implement coordinated approach and enhance partnerships to strengthen systems. WFP’s work to prevent, mitigate and prepare for disasters, and to prepare for, respond to, and recover from climate shocks and stresses is central to its mandate to achieve hunger. The Disaster Risk Reduction (DRR) Officer will work under the direct supervision of the Head of Resilience, Emergency Preparedness and Response (EPR), and Social Protection (SP). The successful applicant will work in collaboration with cross-function programmes team and supporting units. The Programme Policy Officer DRR will collaborate with government officials at Disaster Management Center, among others technical department, and communities at the subnational levels. In partnership with the WFP's Resilience and Nutrition team, the Programme Policy Officer Disaster Risk Reduction (DRR) will play a crucial role in integrating a resilience-focused and nutrition-sensitive approach into disaster risk reduction initiatives. This approach will prioritize addressing the unique needs of the most vulnerable populations, with a particular emphasis on supporting women.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute towards the development of a limited number of projects, plans and processes on Disaster Risk Reduction, ensuring alignment with wider programme policies and guidance. 2. Provide project management support to DRR programmes and projects, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures. 3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained. 4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities. 5. Contribute to the preparation of accurate and timely reporting on DRR programmes and activities that enable informed decision making and consistency of information presented to stakeholders. 6. Meaningfully engage community-based stakeholders, including civil society and communities into risk-sensitive planning processes. 7. Ensure programme design advances WFP’s Gender Equality strategy with gender analysis and technical assistance on gender responsive DRR strategies and embeds nutrition-sensitive approaches. 8. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects. 9. Support the identification, development and management of potential partnerships to collaborative working leading to DRR programming. 10. Support the capacity building of WFP staff, partners and national on disaster risk reduction, e.g. through project management support of learning initiatives. 11. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries. 12. Other activities, as required.

STANDARD MINIMUM QUALIFICATIONS
Education:
Postgraduate qualification (Postgraduate Diploma/Master's ) with a minimum of 3 years or a Bachelor's Degree with a minimum of 5 years in Economics, Social Policy, Social Sciences, International Development, or Disaster Risk Management.
Experience:
Candidates should possess a minimum of 3 years of professional experience in an international organization if they hold a Master's degree, or 5 years of professional experience if they hold a Bachelor's degree, with specific experience working in the disaster management sector.
Knowledge and Skills:
Strong knowledge or professional qualifications in disaster risk reduction, disaster risk management, emergency response, risk sensitive planning, and data analysis. Strong understanding of information analysis, monitoring and evaluation and reporting. Knowledge & skills in project management, sector coordination, government and donor relations. Knowledge in developing technical documents in the area of disaster management and development. Proven skills in advancing and advocating for gender equality, inclusion and nutrition with the disaster management sector.
Language:
Excellent command in English language and oral and written communication skills in local languages
