ORGANIZATIONAL CONTEXT

The WFP is the largest humanitarian organisation delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. WFP’s policy on Disaster Risk Reduction commits it to preventing acute hunger and investing in disaster preparedness and mitigation measures. The policy guides WFP’s action to support the implementation –at both government and community levels – of the international framework for disaster risk reduction adopted in Sendai, Japan, in 2015. WFP works with governments to strengthen their capacity to prepare for, assess and respond to hunger caused by disasters, and to develop national policies and plans that address the impact of disasters on nutrition. WFP India’s Country Strategic Plan (CSP, 2019-2023) outlines its commitments to contribute to the efforts of Indian government in achieving their targets under SDG 2. WFP works with a variety of state and central ministries to take this agenda forward. Realizing India’s growing willingness and potential to provide technical and financial support in the area of food and nutrition security, including disaster management, Activity 4 in the CSP focuses on facilitating the efforts of the Government of India and other countries to share food security and nutrition knowledge and expertise and provide disaster risk management (DRM) services for the region. The Government of India has recognized the importance of Disaster Management as a national priority. It has enacted the Disaster Management Act, which envisaged the creation of National Disaster Management Authority (NDMA), headed by the Prime Minister, and State Disaster Management Authorities (SDMAs) headed by respective Chief Ministers, to spearhead and implement a holistic and integrated approach to Disaster Management in India. With climate change, the frequency and intensity of disasters is increasing and there is an urgent need to work on climate related issues, specifically the adaptation strategies and its linkage with the Disaster Risk Reduction.

Both as a National Centre and then as the National Institute, NIDM has played a crucial role in bringing disaster risk reduction to the forefront of the national agenda. The NIDM was constituted under an Act of Parliament with a vision to play the role of a premier institute for capacity development in India and the region. Under the Disaster Management Act 2005, NIDM has been assigned nodal responsibilities for human resource development, capacity building, training, research, documentation and policy advocacy in the field of disaster management. The Institute works through strategic partnerships with various ministries and departments of the central, state and local governments, academic, research and technical organizations in India and abroad and other bi-lateral and multi-lateral international agencies. Pursuant to this, WFP and NIDM have jointly identified the importance of interlinkages between disasters and food and nutrition security and agreed that both can technically and strategically collaborate to mainstream the food and nutrition security agenda in India’s Emergency Preparedness and Response (ERP).

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the WFP SDG Manger and Head of Unit (Policy Design, DRM, Climate Change and SSTC) and with guidance from the Project Lead in the National Institute of Disaster Management (NIDM), New Delhi the staff will be responsible for the following functions: • Serve as the focal point for coordinating WFP’s engagement in the space of DRM and Climate Change Adaptation. • Strengthen effective partnerships with government entities at state and national levels who work in the areas of food and nutrition response to natural disasters. • Liaise with WFP HQ, Regional Bureau and other programme teams within WFP India Country Office for need based collaboration around DRM and CCA. • Coordinate the work under the WFP-NIDM partnership for integration of food and nutrition security in emergency preparedness and response, including the following tasks: o Lead the development of best practices compendium in the sector in collaboration with NIDM and SDMAs and undertake a desk review in the same area. o Develop and conduct a sectoral capacity needs assessment for food and nutrition sector o Based on the need’s assessment and desk review, lead the development of training modules, including pilot testing and validation o Support create a pool of master trainers for rolling-out the module on food and nutrition security in EPR package and facilitate the dissemination of the module and lessons learned o Contribute in the development of guidelines and recommendations for strengthening food and nutrition in DRM space

• Support the secondary information collection, development of proposals and implementation of DRR and climate change adaptation programmes in India. • Support SSTC team in organization of an international workshop for knowledge exchange with SAARC countries and national stakeholders and capture policy recommendations • Perform any other related duties as required.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Advanced university degree in Disaster Management, climate change, Environment Studies, rural development or Social sciences, other related field or First level University Degree and/or certification courses/trainings in the related field, with additional years of professional work experience in this sector. Experience: Minimum 10 years of progressively responsible work experience in humanitarian response, emergency response and recovery including food and nutrition response during natural disaster at the national/ state level in partnership with the government/UN agency/INGO is required. Experience of working on training module development and providing training in the related field as well as working on climate change adaptation is an added advantage. Knowledge & Skills: Excellent interpersonal skills required, including strong professional communication ability; • Advocacy and networking skills with a broad range of stakeholders including government, civil society, academia and NGOs • An up-to date understanding of risk reduction, emergency response, and elements of food and nutrition in emergency programming , climate change adaptation strategy and sustainable development concepts, • Knowledge of Global emergency response frameworks and national scenarios including National/State Disaster Management Act and policies around climate change, action frameworks and state plans. • Advanced computer skills with proficiency in Windows, Microsoft office; • Knowledge of UN and the Government system would be an asset • Ability to work collaboratively with a diverse team of nutrition, supply chain and food security experts across India • Tact and diplomacy Languages: Fluency in spoken and written English and Hindi; ability to speak in other Indian languages is a plus.
