ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

As part of WFP´s resilience-building projects and programmes, WFP Guatemala has designed a climate-risk finance strategy, including the design and implementation of a variety of risk management tools at different levels. Since 2019, WFP has developed and designed a variety of risk finance solutions/products which were first piloted in 2021 as part of WFP´s resilience-building initiatives and will continue to be scaled-up country-wide in the next four years.

Under the supervision of the Programme Policy Officer for Resilience, the National Officer will lead the implementation, scale-up and adequate integration of the risk finance strategy into WFP projects, programmes, with specific support to Guatemala.

STANDARD MINIMUM QUALIFICATIONS

Education: advanced university degree in International development, economics, climate adaptation, disaster risk management/reduction, agriculture, meteorology, hydrology, environmental science, or another related field.

Language: fluency (level C) in both English and Spanish.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide project management support to the formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field, particularly as they related to Disaster Risk Finance.
  2. Manage the refinement and implementation of the COs broad DRF strategy and to scale risk finance approaches up.
  3. Integrate the Risk Finance initiative into a digital and technological innovation strategy promoted by WFP and partners. a. Analyse the linkages and potential coordination between the Risk Finance initiatives with other country office units that will enhance the results and impact. b. Analyse the linkages and potential coordination/integration of the Risk Finance initiatives with other digital tools for financial inclusion, especially those implemented by WFP´s key partners.
  4. Lead the coordination and implementation of research initiatives related to integrated resilience building programmes, particularly as they related to Disaster Risk Finance (DRF).
  5. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  6. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes, and activities.
  7. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  8. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
  9. Maintain existing and support the identification the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages.
  10. Strenghthen the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, e.g., through project management support of learning initiatives.
  11. Lead resources mobilisations efforts for WFPs DRF projects, including clearly articulating the need for risk financing programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  12. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
  13. Other as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Working knowledge on topics related to disaster risk reduction and mitigation, climate insurance, microinsurance or disaster risk financing, early warning systems, seasonal forecasting models, and climate services.
  • Prior experience with program design, project or grant management, budget development and/or financial analysis in the international development sector preferred.
  • Experience in engaging with a range of actors from Government agencies, UN agencies, NGOs, academic, and the private sector.
  • Has provided input into policy discussions and decisions.
  • Prior experience processing geographic information using GIS, processing remote sensed data and satellite-born imagery. Wide knowledge on standardization, correction, and normalization of geographical information.

TERMS AND CONDITIONS

A Fixed Term contract at level NOA is offered for this position. Renewable each year based on funding and satisfactory performance.
