KEY ACCOUNTABILITIES (not all-inclusive)

Supervise country office data management team with the overall guidance of the leadership of CP management unit. Review minimum data quality and data consistency requirements by activity and standardize data collection and quality assurance approaches. Review the monitoring data value chain with the view to make it more efficient effective, and available through targeted and innovative enhancements/automation such as the use of Tableau and DOTS to visualize and monitor data quality, results, etc. Lead the preparation of timely and accurate Distribution Plans in line with the CO Implementation Plan (IP); provide the DPs to the logistics unit to support the timely prepositioning of WFP assistance. Support the preparation of year-end reconciliation exercises, September closing stocks and Annual Country Reports (ACRs Guide the data management associate in his/her communication with the Logistics and Budget and Programming (B&P) units to ensure shortfalls/pipeline breaks are addressed seeking involving relevant discussions with programme technical team leaders where necessary. Explore practical options to streamline partner reporting in line with corporately available tools and consultation with field offices. Review and update current partnerships' data management SOPs. Responsible for the overall management of data management dashboards, and innovative solutions Oversee the CO data; Needs Based Plan, Implementation Plan, Distribution Plan and Actual distribution. Responsible for the output reporting, and OOPs in collaboration with the PLME team, and technical unit. Lead the quarterly/monthly beneficiary and transfer value numbers aggregation by proposing the methodology, data collection methods and presentation of the operational updates snapshot. Liaise with field staff in Area Offices, and Technical Units to ensure consistency of information and compliance with established rules and procedures of data compilation and analysis/ensuring that rigorous quality standards are maintained. Consolidate monthly, and quarterly internal and external reports in discussion with AOs and CO Technical Units Produce reports on commodity tracking by donor grant number in collaboration with Budget & Programming, Supply Chain and reporting units by creating new visualization tools. This involves the tracking and reconciliation of commodity distribution to beneficiaries. Provide guidance and advice to AOs on food transfer processes at a partner level, including data presentation and performance visualization. Responsible for the overall management of Partner Connect (PC) in close collaboration with AO-based partnership officers.

STANDARD MINIMUM QUALIFICATIONS

Education: A first university degree in Statistics, Research, Computer Science, Information Technology, Systems Engineering, Data Science, Artificial Intelligence, Economics, Social Sciences, or any related academic qualification. An Advanced University degree in a similar field is a plus.

Experience: At least year (1) years of post-graduate professional experience in data modelling, data warehousing, data integration, data mining and data quality. Experience with development work; Programme management with managerial experience; and previous work experience in data management with WFP is an added advantage. Experience in building the pragmatic and operational capacities of staff, and partners. Experience in working with the UN, INGOs, NGOs, private sector is desirable. Language: Fluency in oral and written communication in English and Somali.

Knowledge & Skills Ability to provide and coordinate input into policy discussions and decision-making processes and good coordination skills. Strong motivation to make a difference and to contribute to WFP’s mandate. Proven effective cognitive abilities, analytical, and problem-solving skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills.
