ORGANIZATIONAL CONTEXT

The Programme Policy Officer (Data Analyst, Vulnerability Economics) will be working under the supervision of the Programme Policy Officer (Vulnerability, Assessment and Mapping), receiving guidance from the Head of Research, Assessment and Monitoring (RAM) and regular feedback from the Deputy Country Director on work performed. The job holder will be involved in programme or policy activities of similar nature and analytical work of limited complexity.

JOB PURPOSE

To help ensure that robust monitoring, evaluation, and reviews aligned to WFP corporate standards are developed to generate quality evidence on the lives of beneficiaries and inform policy, strategy, and programme design and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Programme Policy Officer will be responsible for the following duties:

  • Contribute towards the development of projects, plans and processes, ensuring data availability and alignment with wider programme policies and guidance.
  • Provide project management support to the country strategic plan activities and ensure that the data gathered in the CO is available on consolidated platforms contributing to effective decision making;
  • Ensure robust data gathering and monitoring systems are in place with rigorous quality standards maintained;
  • Support food security, nutrition, markets and resilience analysis using quantitative and qualitative tools and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes;
  • Support the head of RAM stay up to date with food security developments and issues and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention;
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through data collection, data availability and analysis
  • Survey set up and development of data collection tools:
  • Participate, as and when needed in the design of Vulnerability Analysis (VAM) and M&E surveys
  • Prepare questionnaires/checklists and field materials for data collection for Food Security, Nutrition, Climate Change Monitoring Systems and other VAM/M&E surveys;
  • Develop and programme Personal Digital Assistant questionnaires and other related data collection tools for VAM surveys
  • Develop analysis plans and undertake necessary data analysis

Database set up, maintenance:

  • Rationalize existing Country Office (CO) VAM and M&E dta storage into a limited number of user-friendly databases, avoiding duplication with corporate VAM databases and corporate M&E systems and ensure the possibility to export them into different file formats for analysis
  • Coordinate regular update of corporate VAM and food security databases (Hunger Map, Market monitoring) and ensure consistency with CO databases as required
  • Ensure quality and consistency of collected data, lead database management, the maintenance of clean datasets and follow up any inconsistencies/discrepancies,
  • Establish CO database converging all CO key data overlaying food security and other operational information in line with the data needs from every unit
  • Lead design and implementation of various visual products (such as using Tableau) and link them to the databases for real time reporting and visualization
  • Liaise with relevant colleagues in and outside WFP, and consult various references on knowledge base on unresolved technical problems when the needs arise

Support geospatial data management, maps production and GIS analysis (considered an asset)

  • Perform other related duties and responsibilities as required.

ESSENTIAL MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Education: Advanced University degree in economics, statistics and any other relevant field, or First University Degree with additional years of related work experience and/or trainings/courses.
  • Experience: At least two to five years of professional and relevant work experience in vulnerability, data analysis, database development/management, or a closely related area or focus
  • Knowledge: Good knowledge of SPSS, Good knowledge of databases and SQL Server database in particular, Python/R programming skills
  • Language: Excellent written and oral communication skills in both English and Filipino.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has managed project and provided input into designing operations. Has provided input into policy discussions and decisions.
  • Has proven experience in data management and has been exposed to modern data management tools.
  • Strong in statistical analysis, including econometrics
  • Tableau Desktop and Server skills are an asset
  • Mapping and GIS skills (ArcGIS, QGIS) are an asset
  • Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
  • Previous experience with UN agencies in the country is a plus, with demonstrated ability in partnership building.
  • Experience working in public health/food security/nutrition related activities.
  • Experience identifying and defining nutrition issues/problems within a country...
  • Experience of analyzing local political situations and assessing risk accurately.

REMUNERATION PACKAGE

WFP offers a competitive salary package including an approximate salary of PHP81,000.00+/ per month, leave entitlements, and comprehensive medical insurance which can be extended to eligible dependents.
