ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

JOB PURPOSE

To provide support to policy and program activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES

  1. Contribute to design and implementation of CBT information systems in the Country Office
  2. Manage and maintain CBT datasets to ensure information is organised and readily available for CO and AO teams.
  3. Understand the data requirements and gather relevant data from various sources.
  4. Develop CBT dashboards, including planned and implementation figures, as well as trends.
  5. Triangle different data sources, including funding, financial, beneficiary, monitoring and CFM data to identify anomalies and improve CBT programme design.
  6. Perform all monthly analysis for different CBT datasets available.
  7. Provide technical trainings on data analysis to CBT CO and AO teams.
  8. Understand the business rules for programme activities in the country office, document business logic and data mapping rules.
  9. Ensure secure and timely ingestion of beneficiary datasets into the central database.
  10. Maintain beneficiary datasets to ensure that information is organised, updated and readily available as needed.
  11. Check the data for accuracy, consistency, authenticity and relevance with programme requirements.
  12. Implement business rules for cleaning, de-duplicating, cross-checking and preparing beneficiary lists

    1. Perform data cleaning, organization and analysis and set up regular reporting templates (dashboards) in line with specified business requirements for CBT at country level using visualization software (e.g. Tableau, ArcGIS, Power BI, Qlikview, etc.).

    2. Contribute to the preparation of technical systems documentation for developed IT solutions in order to facilitate IT systems development and maintenance.

    3. Ensure standard operating procedures are in place to ensure the quality and integrity of quantitative & qualitative data as well as processes for storage, management, and visualization of CO CBT data.

    4. Contribute to the preparation of materials and the delivery of trainings on automated business processes to ensure efficient and effective use of IT systems

    5. Present analytical results to business stakeholders, CO and AO management

    6. Perform other duties as required.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION

  • Advanced University degree in one of the following fields: statistics, development economics, performance management, monitoring and evaluation, computer science, engineering, management information systems or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

WORK EXPERIENCE

  • At least one (1) year of postgraduate professional experience; in data management, analysis and/or visualization, including strong experience in working with large data sets and summarizing data for business. Past experience working on a multi-cultural organization is desirable.

Knowledge & Skills:

  • Experience working with large data sets and summarizing data for business.
  • Familiarity with data warehousing and business intelligence concepts.
  • Data storing and retrieving skills.
  • Experience using visualization tools (Tableau, Qlikview, etc.) and setting up dashboards.
  • Ability to capture requirements and translate into insights.
  • Facilitation and teaching skills related to data management and visualization.
  • Knowledge/Familiarity with Python or R and/or a willingness to learn them is a strong plus.
  • Experience in working in a multicultural environment.

LANGUAGE

  • Fluency (Level C) in both oral and written communication in English, Dari and/or Pashto
