You have:

  • Minimum bachelor’s degree in Statistics, Geographical Information Systems (GIS), Computer Science, environmental management, Data Communication & Software Engineering, food security, nutrition or other relevant.
  • At least 4 (four) years of professional experience for candidates with bachelor’s degree, or 2 (two) years with master’s degree, progressive responsibility in data analysis.
  • A minimum of two (2) years of experience in development, implementation and maintenance of business intelligence/analytics or related areas is required.
  • Proven experience in data collection, cleaning, processing, compilation and statistical analysis;
  • Fluency and accuracy in both oral and written communication in English.

Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Programme Policy Officer (Data Analyst and Information Management) SC8 SC8 to be based in Kampala. The selected candidate will be employed on Service Contract.

ORGANIZATIONAL CONTEXT

This job is found in the WFP Uganda Country Office. The incumbent will work with minimum supervision and will be heavily involved in activities and analytical work of a high complexity, and will contribute to Operational Information Management and Performance Reporting Improvement.

JOB PURPOSE

The Data Analyst will work for the Uganda Country Office (UGCO) as part of a team and under the supervision of the Operational Information Management and Performance Reporting (OIM&PR) Officer and is responsible for primarily GDT data analysis and data anomaly detection. The Analyst will develop corporate visualization solutions derived from multiple data sources using state-of the-art tools to enable insight and decision-making at various levels; perform ad-hoc analysis and presenting results in a clear manner; implement any software required for accessing, handling, processing, analyzing and visualizing data appropriately and Implement data collection procedures to include information that is relevant for building analytic systems while assisting in processing, cleansing, and verifying the integrity of data used for analysis;

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Utilize statistical tools for analysis identifying trends for descriptive and predictive analysis primarily focused on Global Distribution Tool (GDT) data and broadly focused on food distribution, beneficiary identification, food security and livelihoods, ensuring its readiness for visualization and dissemination.
  2. Identify ways of gathering and utilizing internal data which can help us better understand how to maximize the impact and outcomes of our programmmes.
  3. Identify opportunities to leverage existing external datasets for increased impact and more targeted programme activities.
  4. Review, update, develop, maintain, and oversee overall ETL pipeline for remote food security monitoring utilizing tabular data at the lowest possible administrative level.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Minimum bachelor’s degree in Statistics, Geographical Information Systems (GIS), Computer Science, environmental management, Data Communication & Software Engineering, food security, nutrition or other relevant.
  • At least 4 (four) years of professional experience for candidates with bachelor’s degree, or 2 (two) years with master’s degree, progressive responsibility in data analysis.

Experience

  • A minimum of two (2) years of experience in development, implementation and maintenance of business intelligence/analytics or related areas is required.
  • Proven experience in data collection, cleaning, processing, compilation and statistical analysis;
  • A minimum of two (2) years’ experience with MS Power BI, SQL, Qlik Sense, Python for data science, R, STATA/SPSS, Tableau, managing large datasets, data engineering, data integration, big data analytics tool (Palantir), databases tools (MS Access, PHP, SQL).
  • Experience with Microsoft SQL or other relational databases is required.
  • Experience in solving analytical problems using quantitative techniques;

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Desirable

  • Familiarity with analytical techniques such as text mining, sentiment analysis, predictive analysis and event detection;
  • Experience with DAX, advanced Excel Formulas and Power Query;
  • Experience with the following Office365 tools: Flow, Forms, PowerApps and SharePoint;
  • A passion for empirical investigation and for answering hard questions with data in a clear and precise way;
  • Ability to take high level, loosely-defined business problems and identify precise, quantitative solutions;

Language:

  • Fluency and accuracy in both oral and written communication in English.
