BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP's Centre of Excellence against Hunger operates globally through South-South cooperation and builds capacity in the areas of school feeding, food security and nutrition. It is an innovation that seeks to meet government demands for technical support to strengthen their national capacities and knowledge on nutrition, sustainable school feeding, and food and nutrition security programs and policies, and to support them in the formulation and implementation of these policies and programs. One of the works developed by the Centre in partnership with the Brazilian Cooperation Agency, local offices in African countries, such as Mozambique, Tanzania, and Benin, is the Beyond Cotton project. It aims, through South-South cooperation, to support small cotton producers and public institutions in the marketing of cotton by-products (oil, cake, etc.) and products from cotton intercropping (corn, sorghum, beans, etc.), including school feeding programs. The goal is to increase production, local income, and the food and nutritional security of family farmers. The project will act in a complementary way to other South-South cooperation initiatives conducted by the Brazilian government in the cotton sector in Africa. A main activity of this project is the linkage with Food and Nutrition Security, since it is possible to encompass discussions around the conceptual framework of the food system. This means covering everything from the means of production, processing, supply, marketing, and distribution; the choice and consumption of food, including individual and collective eating practices, to the generation and disposal of waste. This scope allows us to understand the Beyond Cotton Project as a contributor to three axes, namely: Production; Flow and Commercialization; and Food and Nutrition Education (Educação Alimentar e Nutricional - EAN). It is also worth mentioning that the Food and Nutrition Education axis is aimed at improving the Food and Nutrition Security (FNS) situation of the families covered by the project. For the development of the project it is necessary to count on a professional who will assume the role of local coordination as well as in the nutrition activities proposed in the project and will act in general supervision of the Beyond Cotton Project Manager and Nutrition of the Centre of Excellence in Brazil and in close collaboration with the WFP Mozambique Office Program team.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the implementation of the administrative and financial management activities of the project - country, through the management of the activities foreseen in the Project, for Mozambique; 2. Elaborate documents related to the FNS policies in the country, project development reports, case studies especially in the Districts of Tete and Manica and other documents on nutrition, policies for small farmers, FNS related to the countries' requests; 3. Prepare guidance material on the process of developing nutrition, food and nutrition security (FNS)/nutrition policies and implementation plans for the Country Project

4. Support the preparation of national consultations to discuss the project's development, as well as organize and accompany technical missions and provide important technical inputs for the project's development; 5. Develop work plans or terms of reference for the activities, including the basic tools for the acquisition to be offered to the project participants, previously defined by the Technical Committee; 6. Carry out trainings with the beneficiaries of the project in the area of Nutrition and manage the others promoted by the Project; 7. Lead the delivery of accurate physical - financial reporting and analysis according to the country's Technical and Legal Standards as well as the PMA and Technical Committee; 8. Provide physical and financial evaluation for the partners in Brazil, through the Center of Excellence against Hunger, providing findings to management to enable them to make appropriate decisions and minimize financial risk to the project; 9. Lead the team providing services to the Project, establishing priorities and work plans, monitoring progress, and providing training and guidance to ensure proper development of the Project; 10. Manage the Letters of Agreement held with government partners in Mozambique, related to the project; 11. Monitor and analyze financial and budgetary data, identifying and forecasting trends, anomalies or problems, and proposing solutions to management regarding: budget status, availability of funds, program effectiveness, and financial viability; 12. Identify and develop improvements in project development to improve the efficiency and effectiveness of activities, minimize risks, and ensure that services are aligned with project objectives; 13. Respond to the Brazilian partners, especially the project's Cooperating Brazilian Institution, when requested; 14. Represent the Project - country in internal meetings, external meetings and events with other UN agencies or other partners and entities as needed; 15. Contribute to preparedness actions, such as risk analysis and contingency planning, and make recommendations. Periodically monitor risk management and report on actions taken; 16. Organize and participate in the meetings of the Technical Committee and of the Project Follow-up Committee - PAC, providing the necessary information regarding the project's progress.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree in Nutrition or health sciences.

Experience: 3-5 years of work experience.

Knowledge & Skills:

  • 3 years or more of experience in Food Security and Nutrition, including development in contexts of Brazilian and Mozambican national school feeding programs, food and nutrition security programs, sensitive nutrition to sustainable agriculture and project management are required;
  • Proved knowledge in cotton production and its by-products in the nutritional aspect is a plus.
  • International professional experience with school feeding, public policy, nutrition preferably with countries in Africa;
  • Experience in multicultural environments and working with teams from other cultures and backgrounds;
  • Experience in working with UN agencies, Development Partners, high-level authorities, local governments and/or civil society organizations.experience in school feeding or Food and Nutrition Education is a plus

Languages:

  • Fluency in oral and written communication in Portuguese. Intermediate knowledge (level B) of a second official UN language: English, Arabic, Chinese, French, Russian, Spanish and/or WFP working language

TECHNICAL SKILLS & KNOWLEDGE

• Excellent work planning and project management skills ideally demonstrated in a humanitarian or development context.

• Good communication skills and excellent ability to coordinate across multiple units and organizations.

• Understanding of food security vulnerability and ability to link analysis to programme design in the context of WFP programmes.

• General knowledge of UN system policies, rules, regulations, and procedures governing administration is an advantage.

• Excellent skills in word processing, power point, excel and data analysis software
