- Advanced University degree in Social science, Economics, Nutrition, Agriculture, International Relations, Planning, Management, Monitoring and Evaluation of Project/Programme or First University degree with additional years of relevant work experience.
- At least three (3) or more years of postgraduate professional work experience in food security, Nutrition, Project/Programme Management, Monitoring and Evaluation in the development sector or other related fields.
- Strong communications skills (both written and verbal) at a level appropriate for representation.
- Fluency in both oral and written French and intermediate knowledge (level B) in English.
- Ability to analyze diverse information and develop recommendations.
- Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
- Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
- Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.

STANDARD MINIMUM QUALIFICATIONS
Education:
- Advanced University degree in Social science, Economics, Nutrition, Agriculture, International Relations, Planning, Management, Monitoring and Evaluation of Project/ Programme, or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
- At least three (3) or more of postgraduate professional work experience in food security, Nutrition, Project/ Programme Management, Monitoring and Evaluation in the developpement sector or other related fields.
- Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
- Ability to analyze diverse information and develop recommendations .
Skills:
- Strong communications skills (both written and verbal) at a level appropriate for representation.
- Skills in data management would be desirable
- Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments.
- Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
- Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
- Good computer knowledge and skills.
Languages:
- Fluency in both oral and written French and intermediate knowledge (level B) in English.
ORGANIZATIONAL CONTEXT
WFP’s strategy in Benin for the period of 2019–2023 is aligned with the 2030 Agenda for Sustainable Development, the Government’s national development plan for 2018–2025 and the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Benin for 2019–2023. It’s based on the 2018 zero hunger strategic review recommendations, evaluations and lessons learned from previous programmes.
WFP use an integrated approach, institutional capacity strengthening and partnerships to support the Government in addressing food insecurity at the household, community and individual levels, focusing on four axes:
- school feeding under an integrated nutrition-sensitive, multisectoral approach (with linkages to social protection, education, health, agriculture, hygiene and sanitation);
- nutrition assistance, with an emphasis on the prevention of malnutrition, including micronutrient deficiencies among children and pregnant and lactating women and girls;
- institutional capacity strengthening, with home-grown school feeding as an entry point for promoting local food production, particularly in support of smallholder farmers, especially women;
- assistance to populations affected by crises in Benin during and after crises.
WFP works with government, other UN agencies, NGOs, private sector companies and others to mobilize resources, find innovative solutions and reach vulnerable communities in Benin.
JOB PURPOSE
Under the supervision of the Deputy Country Director, the Programme Policy Officer will be in charge of the coordination of all the ongoing activities in the regions/departments, managing operational planning, implementation and monitoring.
KEY ACCOUNTABILITIES (not all-inclusive)
• Coordinate and supervise the logistics, programme, administrative/Finance/HR, ICT, security units within the suboffice and hold accountability for effective management of WFP operations within the area of assignment to ensure timely and effective deployment of assistance programmes;
• Effectively manage the sub Office and Field Office(s)/antennas under responsibility to ensure transparent and efficient people management and ensure the continued development of a cohesive and high performing team, taking responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework;
• Hold accountability for the security of WFP staff, operations, premises and assets in the sub Office to ensure that WFP security and safety standards are locally set and followed;
• Coordinate operational planning and implementation and ensure the most efficient and effective use of the resources allocated to the Sub office and achievement of set objectives, ensuring compliance with planned interventions;
• Hold accountability for close collaboration with governments in identifying where assistance can be usefully employed at the local level and ensure provision of support and technical expertise for the planning, formulation and implementation; and manage the daily partnerships with Government and authorities to ensure that they are informed and have an ownership of WFP’s support and interventions;
• Hold accountability for timely monitoring and evaluation activities, for accurate and comprehensive analysis and reports on WFP’s operations and performance and for monitoring complaints and feedback to inform operational planning and decisions;
• Ensure field monitoring is done with all the quality standard by engaging with beneficiaries, inspecting storage places and points where WFP commodities are received, in order to ensure compliance with WFP policies and that progress is made in the achievement of project objectives;
• Forge and nurture external partnerships to improve assistance packages, develop and sustain liaison with local government authorities, international and local NGOs, civil societies, UN agencies, donors, beneficiaries and other partners and media engaged in the field of food security and engage in the formulation of joint programmes;
• Manage and support the capacity building of partners and national government with respect to preparing for and responding to needs based on proper capacity assessment and capacity development strategy and action plan over the timeframe of the CSP; • Maintain contact with relevant units of the WFP Country Office to ensure that they are aware of any ongoing or planned activities;
• Any other task as required.
