ORGANIZATIONAL CONTEXT

This position would report to the Head of Progamme and would lead the CBT team in Bangladesh CO. CBT operation in Bangladesh serves 90% of WFP portfolio of the CO. This spans from emergency assistance in refugees camps to social protection in flood prone areas. Considering the variety of WFP intervention in Bangladesh and its future evolution, the ideal candidate will be someone equipped by solid WFP background, familiarity with emergency operations and solid learning capacities.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Contribute to formulation and implementation of WFP’s CBT (Cash-Based Transfers) programme strategy in line with the organisational strategy, WFP-wide programme policies and context at Bangladesh Country Office level; translate the CBT strategy and WFP-wide programme policies into Country level practices;
  • Design operations by being inspired by the principle of cost-efficiency and effectiveness and consider innovative approaches such as integration of market interventions, financial inclusion and link of delivery systems to existing and effective ones owned by local private sector or governments to boost sustainability. Proactively juggle with transfer modalities to reach the most appropriate choice for a defined context;
  • Coordinate and manage the WFP Cash-Based Transfer Working Group at Bangladesh Country Office level when required and represent WFP in external humanitarian Cash Working Group to ensure a closer coordination with other UN agencies and donors;
  • Guide and coordinate Country Office units (e.g. Supply Chain, Procurement, IT, Finance, M&E and RAM) to ensure synchronized technical backstopping and compliance with corporate policy, strategic objectives, and guidance;
  • Enhance WFP’s leadership status in forums related to CBT and wider programme policy focus areas such as food security, nutrition, livelihoods, resilience, or engagement in humanitarian, transition and development contexts;
  • Maintain close contact with key partners and advise on opportunities for strategic collaboration; for example, assist counterparts in governments and/or other stakeholders in identifying where CBT interventions can be usefully employed and provide support and technical expertise;
  • Encourage the use of cash based transfers programmes through government social safety systems when possible and applicable;
  • Reassess context during project implementation and be flexible to adjust operational planning if required;
  • In project closure phase, identify lessons learnt and contribute for a better future planning;
  • Identify and select cooperating partners and, in collaboration with Finance or IT and Supply Chain, financial service providers or retailers able to deal efficiently and effectively with the delivery part of the CBT programmes; negotiate in details Field Level Agreements and/or Service Providers contracts according to established rules and regulations;
  • Assure qualitative performance by defining specific risks and mitigation actions for every cash based transfer operation;
  • Contribute to resources mobilisations efforts for WFP projects, clearly articulating the need for CBT and related programme opportunities, and follow up on the resource situation;
  • Advise and support the development and execution of functional and multi-functional trainings related to cash based transfers’ programming to enhance the capacity of WFP employees and partners;
  • Motivate and develop a competent and diverse team of staff to enable high performance;
  • Take responsibility for incorporating gender in all areas of work, for inclusive, participatory and equitable programming that delivers gender equality results in food security and nutrition;
  • Undertake other assigned tasks, as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree preferably in International Affairs, Economics, Agricultural Economics, Nutrition/Health, Agriculture, Environmental Science, Social Science, Business Administration, Public Policy or other field, or First University degree with additional years of related work experience.

Experience:

  • At least five (5) years of postgraduate progressively responsible professional experience in humanitarian food assistance and/or social safety-net cash programming;
  • At least two (2) years of relevant working experience in CBT programming in diverse contexts;
  • Solid experience in the design, set-up, implementation and monitoring of transfer modality systems (in-kind food and cash based transfers);
  • At least one field mission experience to support the setting-up and running of CBT operations or, experience in at least one CBT emergency operation;
  • Coordination skills and the ability to work across units in WFP.

Language:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

TECHNICAL SKILLS AND KNOWLEDGE

  • Solid understanding of the theory and application of food security, nutrition and safety net programmes;
  • Awareness and strong interest on social protection issues especially the knowledge of policies and practices around long-term financial opportunities for poor and vulnerable people are highly valued;
  • Solid understanding of Project Cycle Management and its application;
  • Excellent understanding of CBT programming and proven ability to assess, design, set-up, implement, monitor CBT programmes;
  • Good understanding of essential needs analysis and programming;
  • Demonstrated experience in taking initiatives when implementing programmes;
  • Experience in complex emergencies and protracted crisis situations is an advantage;
  • Good background knowledge in financing processes and experience in analytical work are desirable assets;

TERMS AND CONDITIONS

  • This is an International Professional position and candidates must be a national of a country other than the country of assignment.
  • Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
