ORGANIZATIONAL CONTEXT

Niger is a low-income, landlocked Sahelian country, ranked last in the global Humanitarian Development Index 2021. With a population of around 24.9 million people, Niger continues to grapple with persistently high levels of food insecurity and malnutrition, caused primarily by poverty, conflict, climate shocks, demographic pressure, and gender inequalities. The WFP Niger country strategic plan 2020-2024 focuses on supporting the government in emergency response while implementing integrated resilience activities to protect livelihoods and build long term resilience. WFP also aims to strengthen national capacities to ensure the sustainability and ownership of Zero Hunger solutions, for example through measures to make the national social protection system more shock-adaptive and gender-responsive. As the leading agency in the provision of food and nutritional assistance to food insecure households in Niger, WFP plays a key role in supporting the Government and working with partners to solve complex food insecurity challenges and to ensure that much needed assistance reaches the most vulnerable households through the best choice of modality for meeting their needs.

Since 2010, WFP Niger has integrated Cash-Based Transfers (CBT) programming in its humanitarian response and resilience building to offer more dignity and choice to targeted beneficiaries in the way they meet their essential needs on local markets, and to allow more flexibility in reaching food security and nutrition outcomes. CBT is implemented across four activities, including emergency response, school feeding, nutrition and resilience. In 2022, WFP Niger transferred more than 75 million USD to beneficiaries.

THE ROLE

These roles can be found in Headquarters (HQ), Regional Bureaux and Country Offices. WFP is looking for candidates with a strong passion to make a difference and to contribute to its mandate of achieving Zero Hunger. Analytical capabilities, learning agility as well as the potential to develop into a leadership role are prerequisites for successful candidates.

KEY ACCOUNTABILITIES (not all-inclusive)

The Programme Policy Officer at the P2 level will be responsible for the following key duties:

• Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance;
• Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures;
• Provide support in the establishment of various delivery systems based on different transfer modalities (in-kind food, cash based transfers, commodity vouchers);
• Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained;
• Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities;
• Provide technical support and strategic advice to WFP Country Office Activity Managers within the Programme Unit, as well as other key units such as Finance, TEC, procurement etc. including facilitating meetings and communication; following-up on advancement against agreed areas of collaboration; developing and documenting new processes
• Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders;
• Liaise with internal and external stakeholders to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery;
• Support the identification, development and management of potential partnerships to collaborative working leading to improved WFP programmes;
• Support the coordination of the external cash working group and represent WFP in other cash coordination fora with external stakeholders (government, UN agencies, FSPs, etc.),
• Negotiate Field Level Agreements or contract agreements with partners and financial providers;
• Support the capacity strengthening of WFP employees, partners and governments to prepare for and respond to food/development assistance needs.
• Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries;
• Undertake other assigned tasks, as required.

QUALIFICATIONS & KEY REQUIREMENTS

Education: You have

• Advanced University degree, preferably in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Business Administration, Public Policy or other fields, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: You have

• At least three (3) years of postgraduate progressively responsible professional experience in private or public sector demonstrating high performance;
• solid understanding of project management cycle, including experience with at least one phase: analysis & assessments, design, implementation, and/or M&E; and/or experience across the policy cycle, from agenda setting to formulation, adoption, implementation and evaluation of national policies;
• Experience in food assistance and cash-based transfers programming: in the design, set-up, implementation and evaluation of multiple delivery systems through different transfers modalities is an asset and highly valued
• Experience in coordination with multiple stakeholders, including government counterparts, private sectors, civil society and the humanitarian community,
• Experience in humanitarian and hardship contexts is desirable;
• Developed practical expertise in data analysis and management through a project management cycle including the design, data collection and analysis and assessment;
• Capacity to support innovation in programme approaches.

Language: You have

• Fluency in oral and written in English (level C) and intermediate level in French (at least level B);
• Intermediate knowledge of another official UN language (Arabic, Chinese, English, Russian and Spanish) or Portuguese (one of WFP’s working languages) is an advantage.

MORE ABOUT YOU

TECHNICAL SKILLS AND KNOWLEDGE: You have

• Good understanding of Project Cycle Management and its application;
• Good understanding of basic principles guiding transfer modality selection and implementation;
• Basic understanding of CBT programming and proven support in assessing, designing, implementing and monitoring (CBT) programmes is an advantage;
• Basic knowledge of one or more cross cutting areas, such as protection, accountability to affected populations, gender and conflict-sensitive approaches– into programming is considered an asset;
• Knowledge of one or more of the following thematic areas: resilience, livelihoods, food systems, human capital development, financial inclusion, nutrition, social protection, climate change adaptation is an asset;
• Familiarity with capacity development and knowledge transfer models, concepts and principles.

TERMS AND CONDITIONS

• This is an International Professional position and candidates must be a national of a country other than the country of assignment.
• Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
• WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org)_including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
• The selected candidate will be required to relocate to Niamey, Niger to take up this assignment.
