- Minimum 5 years of relevant experience with WFP CBT programming, Digital Payments and/or Financial Inclusion
- Demonstrated field-based technical experience in CBT
- Working knowledge (proficiency/Level C) of English, other UN language is a plus

ORGANIZATIONAL CONTEXT
Jordan currently hosts over 1.3 million Syrian refugees, half of them being registered with UNHCR. In response to this large number of refugees, WFP currently provides food assistance through Cash-based Transfers (CBT) to up to 500,000 UNHCR-registered Syrian refugees in Jordan. Continuous efforts are underway to strengthen and modernize the existing CBT programming of WFP in Jordan. In this sense, digitizing WFP’s cash assistance with a focus on operational efficiency and financial inclusion is a key priority for the Jordan country office (CO).
JOB PURPOSE
The Jordan CO is looking for a CBT Programme Policy Officer who is expected to: - Support the ongoing roll-out of mobile money as a new technology for the delivery of cash assistance in 2022-2023 across the Country Strategic Plan (CSP) activities. - Act as focal point for the Bill and Melinda Gates Foundation (BMGF) initiative on digital financial inclusion and women economic empowerment in Jordan, as well as supporting any other financial inclusion in Jordan CO - Lead on evidence-generating programming related to Jordan CO’s ongoing financial inclusion initiatives
KEY ACCOUNTABILITIES (not all-inclusive)
1.Support all activities related to the ongoing roll-out of mobile money, including beneficiary sensitization sessions, link to Jordan CO’s livelihood, general food assistance (GFA) and school feeding activities, and extension to OneCard Platform users. 2. Act as focal point for the Bill and Melinda Gates Foundation initiative on digital financial inclusion and women economic empowerment. 3. Support the Financial Inclusion Working Group with UNHCR focusing on the financial inclusion of refugees and vulnerable Jordanians in Jordan. 4. Support the Cash-in-Camps initiative with UNHCR and UNICEF focusing on the roll-out of new cash-based digital payment technologies in refugee camps. 5. Lead on the production of evidence and advocacy material related to Jordan CO’s ongoing financial inclusion initiatives, in collaboration with Central Bank of Jordan (CBJ), GIZ, BMGF, UNHCR or any other relevant partner. 6. Provide ad-hoc support to the Head of Unit in overall strategy definition and unit management, including – when needed – team coordination, analysis for CBT internal exercises and external presentations, engagement with external partners.
DELIVERABLES AT THE END OF THE CONTRACT: • Support or lead any activity related to Jordan’s ongoing mobile money roll-out, including infosessions delivery, extension to OneCard Platform users and integration of gender initiatives to be defined under the BMGF initiative. • Act as focal point, support and regularly report to Jordan CO management on progress under the BMGF initiative, Cash-in-Camps, the Financial Inclusion Working or any other relevant initiative; • Lead on the production of evidence and advocacy material related to Jordan CO’s ongoing financial inclusion initiatives, in collaboration with Central Bank of Jordan (CBJ), GIZ, BMGF, UNHCR or any other relevant partner
STANDARD MINIMUM QUALIFICATIONS
Education: University Degree in Economics, Business Administration and/or Development Studies
Experience: Minimum 5 years of relevant experience with WFP CBT programming, Digital Payments and/or Financial Inclusion
Knowledge & Skills: Demonstrated field-based technical experience in CBT (required).
Languages: Working knowledge (proficiency/Level C) of English, other UN language is a plus
