BACKGROUND

RBJ continues to support the roll out and expansion of Cash Based Transfers throughout the region, providing both direct support to Country Offices on all aspects of cash transfer through the Design, Delivery and Assurance components of the Project Management Cycle. Beneficiary Management (BM) is of key concern, as WFP further invests in the relevant processes and assurances to improve it’s own systems and approaches. BM is also an important component of the support WFP provides to governments under the aegis of social protection.

JOB PURPOSE

The primary purpose of this assignment is to support country offices in the design, delivery and assurance of CBT operations to effectively meet food and essential needs, including through digital beneficiary management & digitalisation processes, and consistent with corporate policies and guidelines. The role will also contribute to policy guideline development as required and establish and maintain key regional partnerships with relevant stakeholders.

The post requires extensive travel and reports to the Team Leader, Social Protection and CBT.

KEY ACCOUNTABILITIES (not all-inclusive)

• Advise Country Offices on the design, delivery and assurance of CBT operations in close cooperation with other relevant CBT functions at the regional and country office level (Supply Chain, Procurement, IT, Finance, Legal, M&E and RAM).

• Support Country offices in the design of operational plans, risk registers and related SOPs for BM & CBT.

• Support Country Offices in engagement with complementary actions/ systems strengthening for digital BM or CBT-related functions in Social Protection.

• Support the selection and contracting processes for FSP procurement ensuring appropriate controls are in place and in line with corporate standards.

• Support learning and capacity building on CBT operations and BM. • Identify and build productive regional partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs and private sector.

• Represent WFP in the Regional Cash Working Group to ensure a closer coordination with other stakeholders, when required.

• Advise on the incorporation of gender, protection, data protection and Accountability to Affected Populations principles to ensure inclusive, participatory and equitable programming.

• Contribute to formulation and implementation of corporate CBT and BM strategies, business models and solutions to meet operational requirements including through advocacy on Country Office needs & interests as well as risks and lessons learned.

• Coordinate and harmonize Digitalization efforts with other stakeholders, including IT.

• Coordinate digital Beneficiary Management initiatives at the regional level and provide programmatic advice on global guidance on data privacy and related topics.

• Act as the programmatic digital Beneficiary Management focal point for COs on queries related to implementation of digitized food assistance Programmes, ensuring that corporate programmatic guidance is taken into account.

• Undertake other assigned tasks, as required.

Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: 3-5 years experience working in CBT and BM essential, and 1-2 years at a regional level desired. Strong understanding of WFP’s operations on the ground and of the different programmatic areas at the CO level. Ability to engage and influence external/internal stakeholders. Experience mainstream key gender, protection and AAP principles into CBT programming. Openness to innovation and learning

Language: Fluency (level C) in English language and in French and/or Portuguese
