JOB PURPOSE

Due to the emergency situation in Sri Lanka, the WFP is scaling operations for the coming 6 months with a specific focus on delivering assistance through Cash-based transfers (CBT).

Thus WFP is seeking a highly qualified individual to lead the design, implementation and closure of all CBT activities across the island.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the development of a limited number of projects, plans and processes, related to CBT, ensuring alignment with wider CBT policies and guidance. 2. Lead and manage the CBT working group. 3. Co-lead the external Cash Working Group (CWG) to ensure closer coordination with other UN agencies, INGO/NGO and donors. 4. Creation, design and updating of the interventions carried out in SCOPE. 5. Manage distribution cycles, planning, approvals and all SCOPE related activities. 6. Ensure that Standard Operations Procedures (SOPs) are updated and followed. 7. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects. 8. Perform oversite missions to monitor the CBT processes and inform decisions. 9. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives. 10. Contribute to CO Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs. 11. Design the exit strategy for the end of the emergency operation. 12. Coordinate with the protection and beneficiary accountability unit to ensure CBT operations are in-line with corporate guidelines. 13. Coordinate with the monitoring unit to ensure CBT activities are undergoing the appropriate monitoring and recommendations are considered to inform decisions and change when needed. 14. Addressing complaints from the beneficiaries in a timely manner. 15. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Social Sciences or other relevant fields, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: Minimum three years of professional experience in Programme humanitarian portfolio, preferable in food assistance. Two years of experience in humanitarian Cash-related interventions is desired.

Knowledge & Skills:

  • Excellent coordination and interpersonal skills.
  • Ability to lead a team from different units of a none supervisory roles.
  • Strong analytical skills.
  • Working knowledge of MS office packages (Outlook, word, and excel)

Languages: Fluency in both oral and written communication in English. Working level proficiency in both Tamil and Sinhala is desirable.
