JOB PURPOSE

Due to the emergency situation in Sri Lanka, the WFP is scaling operations for the coming 6 months with a specific focus on delivering assistance through Cash-based transfers (CBT).

Thus WFP is seeking a highly qualified individual to lead the design, implementation and closure of all CBT activities across the island.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of a limited number of projects, plans and processes, related to CBT, ensuring alignment with wider CBT policies and guidance. 2. Lead the CBT working group and Co-lead the external Cash Working Group (CWG) to ensure closer coordination with other UN agancies, INGO/NGO and donors. 3. Formation, design and updating of the interventions carried out in our beneficiary information and transfer management platform, SCOPE to strengthen planning and timely implementation of CBT programming. 4. Lead and manage distribution cycles, planning, approvals and reconciliation exercise in place by each cycle created in SCOPE. 5. Ensure that Standard Operations Procedures (SOPs) are updated and followed. 6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects. To make the decisions perform oversite missions to monitor the CBT processes. 7. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives. 8. Contribute to CO emergency & preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs. 9. Coordinate with the protection and beneficiary accountability unit to ensure CBT operations are in-line with corporate guidance. 10. Ensure Monthly CBT Distribution Plans and track the expenditure of the contrubutions doing in a timely manner. 11. Provide support in carrying out CBT related activities are undergoing the appropriate monitoring and recommendations are considered to inform decisions and change when needed. 12. Ensure Complaint Feedback Mechanism (CFM) is going on timely manner and the complaints received from the beneficiareis are taken into consideration. 13. Support the emergency operation and capacity strenghtening efforts related to Social Protection, in line with the new Country Strategic Plan 2023-2027. 14. Manage social protection related programmes that effectively meet food security, nutrition needs and/or respond to major shocks (e.g., shock responsive and adaptive social protection) and support advocacy work on strengthening national social protection systems and policy. 15. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Economics, Business Management, Social Sciences or other relevant fields, or First University Degree with minimum 05 years of related work experience and/or trainings/courses.

Experience:

  • Minimum three years of professional experience in Programme humanitarian portfolio, preferable in food assistance.
  • Two years of experience in humanitarian Cash-related interventions is desired.

Knowledge & Skills:

  • Excellent coordination and interpersonal skills.
  • Ability to lead a team from different units of a none supervisory roles.
  • Strong analytical skills.
  • Working knowledge of MS office packages (Outlook, word, and excel)

Languages:

  • Fluency in both oral and written communication in English. Working level proficiency in both Tamil and Sinhala is desirable.
