KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
For the continuity and improvement of Cash based Transfer (CBT) Operations, lead and provide support in all the stages of the Programme cycle with the below roles and responsibilities. 1. Lead the CBT team, providing overall coordination, oversight and capacity building; 2. Advance WFP’s approach to CBT programming in Bangladesh, including through cash vouchers for hot meals and other innovative approaches, to ensure WFP provides the most effective, secure, and assured assistance to meet beneficiaries needs. 3. Ensure WFP’s SOPs for CBT processes are comprehensive, up to date to meet corporate requirements, and user oriented. 4. Ensure staff and partners have required capacities to deliver CBT programmes including through the development and implementation of training modules, materials, and learning sessions. 5. Develop an FSP plan that ensure diversification of providers to address risk and explores the possibility of engaging multi-channel payment platforms like PlugPay, which may support programme delivery and alignmen with national systesm 6. Ensure all CBT business processes are fully adhered to to facilitate monthly planning and payment actions. 7. Coordinate the Cash Working Group (CWG) meetings and notes 8. Participate in inter-agency coordination mechanisms including the IA CWG and others as required. 9. Perform any other duties related to CBT.
For the IDM and Government to People (G2P) strategies that are in development, the main roles and responsibilities are:

Regardless of the modality of assistance, coordinate operational and policy decisions with all relevant Units for identity management, data transfers with governments, and data minimization including when biometrics would be appropriate to use; 11. Regardless of the modality of assistance, develop guidance on IDM, including how much information to collect, how to process and protect the information of the people we assist, and promote a consistent level of maturity with all Programme Activities; 12. Jointly with all relevant Units, review the systems currently being used to support IDM for cash, value voucher, in-kind and commodity voucher operations and identify if they are the best depending on the context or if they can be replaced by any of the systems corporately endorsed under the IDM Target Architecture; 13. Coordinate all actions required to put in place the High-level Memorandum of Understanding (MoU) with the Ministry of Finance (MoF) which will enable WFP to access the Single Registry, use the Treasury Single Account (TSA) through the Public Account to deposit and transfer cash to the beneficiaries using the electronic funds transfer (EFT) system through the G2P Payment Platform; 14. To make the High-level MoU operational, develop the process flow for the identity management processes using Single Registry, the Decision Memo, the matrix with the cash assurance risk mitigation actions and the Specific MoU; and 15. Coordinate all the capacity strengthening actions towards improving the G2P payment mechanism from the GoB.
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of Advanced University Degree (Master’s or equivalent) is required. Education in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international humanitarian/development assistance.
Experience: Minimum 5 years’ experience in the humanitarian sector, with at least 4 years in the design, implementation and evaluation of cash-based assistance programmes. Experience in planning, design and implementation of humanitarian and development programmes with relevant work experience at the country or implementation level in developing countries; Knowledge of WFP procedures in setting up standard operating procedures with financial service providers would be desirable.
Language: Fluency in written and spoken English.
Technical Skills, Knowledge & Competencies:
Strong technical skills across design, delivery and assurance of cash-based programmes; Strong understanding of the theory and application of food security, livelihood and safety net programmes; Knowledge of issues related to international development cooperation and humanitarian assistance; as well as knowledge and understanding of UN’s role in development cooperation; Good understanding of UN or WFP policies and programming requirements with a working knowledge of Emergency Preparedness and Response, Programme Cycle, Data Assurance and Funds Management. Excellent written and oral communications and presentation skills; Strong analytical and negotiation skills; Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision; Demonstrated ability to develop and maintain effective work relationships with counterparts and staff in the office, host population, local Government, donors, other cash and vouchers actors, UN agencies, and others; Ability to work in a multi-cultural team, and establish an effective working relationship with persons of different national and cultural backgrounds.
