This position is based at Peshawar office with technial reporting to Head of VAM at Country office,Islamabad
JOB PURPOSE
In order to timely complete the SLP process for all Newly Merged Districts (NMDs) and to support in other parts of the country where required, services of a full time staff in the role of Capacity Strengthening and Coordination (SLP-CBPP) are required to coordinate and follow-up with the Government counterparts at provincial level and district level and to support and facilitate the conduct of SLP consultation workshops. Simultaneously, CBPP pilots will be conducted in the districts where SLP process is completed.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision of Programme Policy Officer (Head of VAM), the PPO Capacity Strengthening and Coordination (SLP-CBPP) will be responsible for the following:
Coordinate with the government counterparts and the community to ensure ownership, involvement and representation at the SLP and CBPP consultation workshops:
Engage with the Govt. at provincial and district levels to explain what the SLP and CBPP is and how it can support them in district programme planning process; Discuss with the government counterpart and workout suitable dates for the SLP/CBPP workshops; Work with organizing officials to send out invitation letters, undertake close follow up on nomination/confirmation for participation in the consultation workshops; Identify and ensure high level representatives for the opening/closing sessions of the SLP/CBPP workshops; Identify technical staff to attend the SLP/CBPP events and eventually be trained; Facilitate the conduct of CBPP pilots in the SLP districts by engaging all relevant WFP provincial offices, Cooperating Partners & the community organizations. Engage with the Partners to ensure buy-in, involvement and representation at SLP/CBPP workshops:
Engage with partners (UN, NGOs, donors, coordination structures) to explain what SLP/CBPP is and how it will fill a gap; Identify staff to attend the capacity strengthening workshops, and eventually be trained etermine participant list and prioritize key participants (35 to 40 participants) for each SLP consultation workshop:
Confirm participation from government working on different sectors (Health, Education, Agriculture, etc.) and especially those from sectors that have programmatic outreach; Confirm participation from UN partners and of the key I/NGOs implementing programmes in the targeted areas; Confirm participation from community representatives. Make sure the right selection of participants; Ensure that festivities, transportation and security issues are taken into account for community representatives to be able to participate; Follow-up with selected participants to ensure their attendance (phone calls, emails, meetings) Where needed, make sure that there is a translator who can help with translation to the local language; Provide necessary support on admin, logistics and workshop equipment related issues:
Ensure availability of workshop venue with a large white wall for projection, enough space for participants, 4/5 tables for group exercises, power supply and generator to avoid power failure; Sort per-diem issues, transport, lunch/coffee, bottled water available in the room; Provide support on and facilitate assigned sessions during SLP consultation workshops:
SLP facilitation, analysis, report writing, including the delivery of presentations; Preparation of reports and presentations of findings to government, UN agencies, donors, and other key partners and stakeholders, with a focus on how these can be used to inform policies and strategies, including practical actions. Present the process and findings at the relevant fora for demonstration and effective dissemination. Provide support and facilitation in the conduct of CBPP pilots in the selected districts for effective demonstration;
Coordinate with concerned stakeholders to organize CBPP pilots at the community level. Ensure timely availability of required material and resources for the conduct of CBPP pilots. Coordinate with relevant provincial offices and CPs on the ground to select the targeted communities and sensitize them on the process. Prepare CBPP report and consolidate the materials developed in the CBPP pilot using various CBPP tools. Present the findings of CBPP at the relevant fora.
DELIVERABLES/ EXPECTED OUTPUT
- Facilitate SLP consultation workshops for three merged districts of Khyber Pakhtunkhwa and one district of Balochistan;
- Prepare SLP reports, including calendars and posters for the districts;
- Delivery of presentations on SLP findings to government, UN agencies, donors, and other key partners.
- Facilitate CBPP pilots at the selected locations in the targeted districts and consolidate findings, results into a report.
- Facilitate the expansion of SLP and CBPP to other provinces depending on the need and funds availability.
- Prepare a detailed workplan of all planned activities and a database of all completed activities with details of locations, beneficiaries, coverage, key government counterparts, and maintain a follow-up on the usage of SLP and CBPP tools at various levels.

Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.
STANDARD MINIMUM QUALIFICATIONS
Education:
Advance university degree in social sciences, international relations, communications, Economics, Engineering, English or other related fields. Advanced training/courses in communications and reporting will be preferred.
Experience:
Three (03) years’ Professional experience in the development/humanitarian aid context for coordination, facilitating capacity strengthening activities & report writing with UN agencies, NGOs.
Language:
Excellent/ Proficiency Level both in writing & spoken English and Urdu
