ORGANIZATIONAL CONTEXT

The humanitarian situation in Cabo Delgado continues to deteriorate due to consecutive climate shocks, insecurity, and violence, leading to significant displacement, an increase in protection-related issues, disruption of livelihoods, and lack of access to basic services. Since October 2017, Cabo Delgado has been experiencing a series of attacks by unidentified Non-State Armed Groups (NSAG) from the region. In March 2020, the attacks escalated significantly and show no signs of abating with thousands of civilians have been killed and approximately 700,000 people have been internally displaced since the outbreak of the violence in 2017. As this conflict and displacement has become protracted, the Government has commenced setting up resettlement sites to cater to the steadily increasing number of IDPs who tend to take shelter in the homes of host families. IDPs remain in dire need of humanitarian assistance, placing additional strain on community resources and already chronically poor host families.

JOB PURPOSE

Primary responsibility for protecting all persons, including IDPs, within Mozambique rests with the national authorities of the country. National responsibility is a core concept of any response to internal displacement. Until recently government authorities assumed complete autonomy over the IDP registration process in the northern provinces of Mozambique, namely Cabo Delgado and Nampula. The objective of this role is to improve and coordinate Beneficiary Identity Management procedures in the northern affected provinces of Mozambique, namely Cabo Delgado, Nampula, Niassa, and Zambezia throughout the programme intervention cycles in a protection-centered manner and ensure compliance with WFP's Personal Data Protection Policy. This involves a strong focus on accountability to affected populations, namely community consultations, transparent communications and strengthened engagement on community feedback mechanisms (CFM) where issues relate to beneficiary lists (exclusion errors, corruption, and fraud). The successful applicant will act as an interlocutor between all BIM relevant units such as VAM, Protection, AAP and Gender, TEC, CBT, BIM and Programmes internally, ensuring quality coordination for further collaborations with the government, CPs, and other stakeholders.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Oversee the Beneficiary Identity Management process for the registration of affected population (most immediately IDPs, in coordination with IOM and other stakeholders as relevant), to ensure coordination and synergies between all relevant units (namely BIM, Programmes RAM, Protection/AAP and Gender, CBT, IT) 2. Strengthen beneficiary verification, registration and beneficiary list management processes in the field office. Capacitate CPs on all related areas, including data collection, data management, storage, transfer and erasure through expansion of the use of SCOPE and other digital solutions, including supporting Government on strengthening capacity in the aforementioned areas as required. 3. Ensuring strong awareness of targeting criteria and effective capturing of vulnerability details for beneficiaries as relevant. 4. Ensure understanding of, and, compliance with WFPs Personal Data Protection Policy 5. Participate/chair the Cabo Delgado registration working group, providing technical leadership on registration for the purpose of delivering humanitarian assistance, most immediately IDPs. 6. Coordinate and implement joint IOM/WFP verification/registration in the field. Oversee workplans and timelines of beneficiary verification and registration ahead of implementation coordinating all units/teams as per the Beneficiary Identity Management guide. 7. Contribute to preliminary programme assessments/ engage with assessment materials in order to coordinate with VAM on defining the Beneficiary Identity Management approach for relevant interventions. 8. Provide quality assurance for the beneficiary registration exercises and facilitate effective communications on established procedures with affected population, provincial and district authorities as well as ensuring clarity on the role of leaders in the process, contributing to training and awareness raising of these actors on beneficiary rights including PSEA as relevant. 9. Support programmes in the development of communications with communities messages about the intervention and established targeting criteria. 10. Ensure that issues raised around inclusion and exclusion errors are addressed through the appropriate channels – establish protocols for continuous verification of beneficiary lists and ensure clarity of roles in management of beneficiary lists and strengthened coordination with regard to established food distribution cycles. 11. Ensure that AAP principles are understood and applied by all involved parties throughout the intervention with regard to beneficiary identity management: community consultations, transparent communications and access to CFM. 12. Work closely with PSEA focal point and partners to prevent opportunities for Sexual Exploitation and Abuse (SEA) in beneficiary identity management – including ensuring awareness amongst government stakeholders on the UNs zero tolerance policy on SEA and Government policies (such as INGC PSEA policy). 13. Perform other related duties as required

STANDARD MINIMUM QUALIFICATIONS

Education: University degree. Additional training/courses in related areas are an asset.

Experience: Minimum of 8 years of relevant work experience in the areas of data analysis, data collection, management of databases, field assessments or monitoring and evaluation. Previous experience and familiarity with WFP’s beneficiary registration system (SCOPE) is an asset. Experience in coordination with other UN agencies and Government bodies. Language: Oral and written fluency in English and Portuguese.
