ORGANIZATIONAL CONTEXT

This job is found in Lao Country Office and job holder report to Head of Programme and overall supervision by Deputy Country Director. Job holder is likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. S/he is typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide specialized expertise – particularly in agriculture and rural development - and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.
  • Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  • Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  • Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
  • Foster relationships and support partnership-building with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  • Support the capacity building of WFP staff, cooperating partners and national government within a specific technical area.
  • Act as an escalation point for complex query resolution on all matters within the area of responsibility.
  • Lead program implementation in the field with support staff, providing advice, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: Master degree in disaster management, environmental management and climate change adaptaion, community development, agriculture, other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • At least eight years relevant working experience in rural community development or equivalent is preferable and three years experience in emergency responses;
  • Excellent word processing skills and excel skills;
  • Good inter-personal skills and ability to work in a team, including sound communication skills; analytical skills, flexible and programmatic; ability to handle multitask with effectiveness and efficiency;
  • Experience in designing and delivering emergency response to disaster affected populations and cash transfer programmes and accountability to effected populations mechanisms in Lao PDR;
